(3)入札者に要求される事項この一般競争入
札に参加を希望する者は、入札説明書で示し
た総合評価のために必要な提案書を上記3(3
の受領期限までに上記3(3)の提出場所に提出
しなければならない。入札者は、開札日の前
日までの間において、契約担当役から当該提
案書に関し説明を求められた場合は、それに
応じなければならない。なお、提出された提
案書は、当機構において入札説明書に定める
技術等の要求要件及び評価基準に基づき審査
するものとし、審査の結果、合格した提案書
に係る入札書のみを落札決定の対象とする。
(4)入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札(詳細は入札説明書に記載)
(5)契約書作成の要否要
(6)落札者の決定方法当機構の規定に基づい
て作成された予定価格の制限の範囲内であ
り、入札説明書で指定する技術等の要求要件
のうち必須とされた項目の最低限の要求要件
を全て満たしている提案をした入札者の中か
ら、入札説明書で定める総合評価の方法を
もって落札者を決定する。ただし、落札者と
なるべき者の入札価格によっては、その者に
より当該契約の内容に適合した履行がなされ
ないおそれがあると認められるときは、予定
価格の制限の範囲内の価格をもって入札した
他の者のうち総合点が最も高い者を落札者と
することがある。
