(3)入札者に要求される事項この一般競争に
参加を希望する者は、上記3(4)に示す提出期
限までに申請書及び資料を提出し、経理責任
者から競争参加資格の確認を受けなければな
らない。また、郵送等による入札にあたって
は、封印した入札書を入札書の受領期限まで
に提出しなければならない。なお、入札者は、
開札日の前日までの間において、経理責任者
から当該書類に関し説明を求められた場合
は、それに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者のした入札、申請書等に虚偽の記載
を行った者のした入札、求められる義務を履
行しなかった者のした入札、その他入札に関
する条件に違反した者のした入札は無効とす
る.
(5)契約書作成の要否要
(6)落札者の決定方法経理責任者より本件に
かかる競争参加資格の確認を受けて入札書を
提出した入札者であって、実施規則第31条の
規定に基づいて作成された予定価格の制限の
範囲内で、最低価格をもって有効な入札を
行った者を落札者とする。ただし、落札者と
なるべき者の入札価格によっては、その者に
より当該契約の内容に適合した履行がなされ
ない恐れがあると認められる時、又はその者
と契約を締結することが公正な取引の秩序を
乱すこととなる恐れがあって著しく不適当で
あると認められるときは、予定価格の制限の
範囲内の価格をもって入札した他の者のうち
最低の価格をもって入札した者を落札者とす
ることがある。
(7)競争参加資格を有していない者の参加上
記2(3)に掲げる競争参加資格を有していない
者も上記3(4)により申請書等を提出すること
が出来るが、競争に参加するためには、開札
の時において、当該有資格者であり、なおか
つ競争参加資格の確認を受けていなければな
らない。
(8)入札制限対象企業の参加入札制限対象企
業の指定を受けた者も上記3(4)により申請書
等を提出することが出来るが、競争に参加す
るためには、開札日の前日までに特定調達契
約の入札制限等に関する規則第8条に基づく
入札制限適用除外申請書を提出し、経理責任
者の承認を受けていなければならない。
