(3) 留意事項
① 証明書(競争参加資格)、総合評価のための性能等に関する書類及び入札書を上記3(3)及び(4)に示す受領期限までに、上記3(1)又は(2)に示す場所に提出しなければならない。
② なお、開札日の前日までの間において契約担当官等から当該書類に関し説明を求められた場合はそれに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書及び入札者に求められる義務を履行しなかった者の提出した入札書は無効とする。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法 予決令第79条の規定に基づいて作成された予定価格の制限の範囲内の入札金額を提示した入札者であって、入札説明書で指定する性能等の要件を全て満たしている提案をした入札者の中から、入札説明書で定める総合評価の方法によって得られた評価値の最も高い者を落札者とする。但し、落札者となるべき者の入札価格によっては、その者により当該契約の内容に適合な履行がなされないおそれがあると認められるとき、又はその者と契約を締結することが公正な取引の秩序を乱すこととなるおそれがあって著しく不適当であると認められるときは、予定価格の制限の範囲内の価格をもって入札した他の者のうち評価値の最も高い者を落札者となることがある。
