③ Have Grade “A”, Grade “B”, or Grade “C” on “offer of services etc.” in the Kanto-Koshinetsu Area in terms of qualification for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027.
④ Are not being suspended from transactions by request of the officials in charge of contract.
⑤ Prove to have no false statement in tendering documents.
⑥ Prove neither the business condition nor credibility is deteriorating.
⑦ Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order.
⑧ For bidders subject to the following insurance system of each item, and it is not in arrears either of insurance premiums :
a Welfare annuity insurance
b Health insurance (the thing which association of national health insurance has jurisdiction over)
c Seamen’s insurance

1 調達内容
(1) 品目分類番号 71、27
(2) 購入等件名及び数量 自動車整備士資格申請のオンライン化に伴う自動車整備士審査システムの設計開発業務 一式
(3) 電子調達システムの利用 本案件は、証明書等の提出、入札及び契約を電子調達システムで行う対象案件である。なお、電子調達システムによりがたい場合は、紙入札方式参加願、紙契約方式承諾願を提出するものとする。

(7) 入札方法 上記1(2)について、契約に関する一切の諸経費を含めた総価で行う。落札決定に当たっては、総合評価落札方式をもって行うので、総合評価のための性能、機能、技術等（以下「性能等」という）に関する書類を提出すること。なお、入札書に記載された金額に当該金額の10%に相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか非課税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令（以下「予決令」という。）第70条の規定に該当しないものであること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別な理由がある場合に該当する。
(2) 予決令第71条の規定に該当しない者であること。
(3) 令和7・8・9年度国土交通省競争参加資格（全省庁統一資格）「役務の提供等」のA等級に格付けされ関東・甲信越地域の競争参加資格を有する者であること。
(4) 入札説明書及び仕様書の交付を受けた者であること。
(5) 国土交通省大臣官房会計課長から指名停止を受けている期間中でないこと。
(6) 電子調達システムによる場合は、電子認証（ICカード）を取得していること。
(7) 警察当局から、暴力団員が実質的に経営を支配する者又はこれに準ずるものとして、国土交通省公共事業等からの排除要請があり、当該状態が継続している者ではないこと。
