2 競争参加資格

(3) 競争に参加しようとする者の間に、入札説明書に記載の基準に該当する資本関係又は人的関係が無いこと。（基準に該当する者のすべてが、共同企業体の代表者以外の構成員である場合を除く）

① この一般競争に参加を希望する者は、参加の意思及び上記2．に掲げる資格を有することを証明するため、契約担当役から競争参加資格の確認を受けなければならない。
② 入札説明書に基づく総合評価のための技術提案書を入札説明書に示した期限内に契約担当役に提出しなければならない。
③ 開札日の前日までの間において、契約担当役等から技術提案書に関し説明を求められた場合にはそれに応じなければならない。
④ 入札説明書において明らかにした技術等の要求要件のうち最低限の要求要件を全て満たしていると契約担当役が認めた者のみ、入札日において封印した入札書を提出することができる。
(4) 落札者の決定方法 総合評価落札方式。当該入札者の入札価格が独立行政法人国際協力機構会計規程第25条に基づいて作成された予定価格の制限の範囲内であり、かつ、当該入札者の技術等の各評価項目の得点の合計に入札価格の得点を加えて得た数値が最も高い者で有効な入札を行った者を落札者とする。
(5) 入札の無効 本公告に示した競争参加資格のない者及び入札者に求められる義務を履行しなかった者の提出した入札書、その他、技術提案書において最低限の要求要件を満たしていないと契約担当役が判断した者の提出した入札書は無効とする。
