(3) 令和7・8・9年度内閣府競争参加資格（全省庁統一資格）において「役務の提供等」のA、B又はCの等級に格付けされている者であること。
(4) 警察庁から指名停止の措置を受けている期間中の者でないこと。
(5) 警察当局から、暴力団又は暴力団員が実質的に経営を支配する事業者又はこれに準ずる者として、国発注業務等からの排除要請があり、当該状態が継続している者でないこと。
(6) 競争参加資格の申請の時期及び場所 「競争参加者の資格に関する公示」（令和7年3月31日付官報）に記載されている時期及び場所で申請を受け付ける。

(3) 入札者に求められる義務 この一般競争に参加を希望する者は、封印した入札書のほかに入札説明書に示す調達物品の総合評価に係る書類並びに2の(3)に掲げる競争参加資格を全て満たすことを証明する書類を添付して入札書の提出期限までに提出しなければならない。入札者は、提出した書類に関し分任支出負担行為担当官から説明を求められた場合には、それに応ずる義務を有するものとする。
(4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書及び入札者に求められる義務を履行しなかった者の提出した入札書は無効とする。

(6) 落札者の決定方法 本公告に示した業務を履行できると分任支出負担行為担当官が判断した入札者であって、予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で有効な入札を行い、入札説明書の総合評価基準で示す技術要件のうち必須とする項目の最低限の要求要件を全て満たす入札者について、入札説明書に示す方法により総合評価を行い落札者を決定する。
