次のとおり一般競争入札に付します。

2 競争参加資格

(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和7・8・9年度防衛省競争参加資格(全省庁統一資格)「役務の提供等」のA、B、C又はDの等級に格付けされ関東・甲信越地域の参加資格を有する者であること。
(4) 防衛省指名停止権者又は防衛医科大学校長から「装備品等及び役務の調達に係る指名停止等の要領」に基づく指名停止の措置を受けている期間中の者でないこと。
(5) 前号により、現に指名停止を受けている者と資本関係又は人的関係のある者であって、当該者と同種の物品の売買又は製造若しくは役務請負について防衛省と契約を行おうとする者でないこと。

4 その他
(1) 入札及び契約手続において使用する言語及び通貨 日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 免除
(3) 入札者に要求される事項 この一般競争に参加を希望される者は、入札説明書に掲げる書類を上記3(1)の場所に提出し、適合すると認められること。入札者は、開札日の前日までの間において、支出負担行為担当官から当該書類に関し説明を求められた場合はそれに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者のした入札書、入札者に求められる義務を履行しなかった者の提出した入札書は無効とする。

(6) 落札者の決定方法 予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。
(7) 本入札に係る落札及び契約締結については、当該契約に係る令和8年度本予算が成立し、予算予達がなされることを条件とする。
(8) 中小企業信用保険法第2条第1項に規定する中小企業者である場合は、「債権譲渡制限特約の部分の解除のための特約条項」を適用する。
