9 Summary

(7) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall :
1) not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
2) not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
3) are not being suspended from transactions by request of the officials in charge of contract.
4) The applicant must have been rated A, B, C, or D in the “Information Processing” or “Software Development” category of the “Service Provision” category of the Ministry of the Environment’s 2025, 2026, or 2027 competitive bidding qualifications (unified qualifications for all ministries and agencies) by the time of bid opening.
5) The department or organization responsible for performing the work specified in this procurement specification must have obtained certification based on JIS Q 27001 (or ISO 27001), or have established an equivalent information security management system.
6) The department or organization responsible for performing the work specified in this procurement specification must have obtained Privacy Mark certification based on JIS Q 15001, or have established an equivalent personal information protection management system.
7) The department or organization responsible for performing the work specified in this procurement specification must have obtained certification based on ISO 9001, or have established an equivalent quality management system.

なお、本入札に係る落札及び契約締結は、当該契約に係る令和8年度本予算が成立し、予算示達がなされることを条件とする。

1 調達内容
(1) 品目分類番号 71
(2) 購入等件名及び数量 令和8年度防衛施設整備業務労働者派遣（単価契約） 一式（電子調達システム（政府電子調達（ＧＥＰＳ））対象案件）

2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和07・08・09年度防衛省競争参加資格（全省庁統一資格）において「役務の提供等」のA、B又はCの等級に格付けされ、関東・甲信越地域の競争参加資格を有する者であること。
(4) 防衛省から「装備品等及び役務の調達に係る指名停止等の要領」に基づく指名停止の措置を受けている期間中の者でないこと。
(5) 前号により、現に指名停止を受けている者と資本関係又は人的関係のある者であって、当該者と同種の物品の売買又は製造若しくは役務請負について防衛省と契約を行おうとする者でないこと。
(6) 電子調達システムによる場合は、電子認証（ＩＣカード）を取得していること。
