(5) 契約書作成の要否 要
(6) 落札者の決定方法 予決令第79条の規定に
基づいて作成された予定価格の制限の範囲内
で最低価格をもって有効な入札を行った入札
者を落札者とする。ただし、落札者となるべ
き者の入札価格によっては、その者により当
該契約の内容に適合した履行がなされない恐
れがあると認められるとき、又はその者と契
約を締結することが公正な取引の秩序を乱す
こととなる恐れがあって著しく不適当と認め
られるときは、予定価格の制限の範囲内の価
格をもって入札した他の者のうち最低価格を
もって入札した者を落札者とすることがあ
る。
(7) 手続における交渉の有無 無
(8) 本調達に係る開札は、落札決定を保留した
上で行うものであり、落札及び契約締結は、
令和8年4月1日とするが、当該調達に係る
令和8年度の予算成立が4月2日以降となっ
た場合は、予算成立日とする。
また、暫定予算となった場合、予算措置が
全額計上されているときは全額の計上とする
が、全額計上されていないときは全体の契約
期間に対する暫定予算の期間分のみの契約と
する。

(7) Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall :
① not come under Article 70 and 71 of the
Cabinet Order concerning the Budget,
Auditing and Accounting
② have Grade A, B or C "Service" in the
Tokai Hokuriku district, in terms of the
qualification for participating in tenders
by Ministry of Land, Infrastructure,
Transport and Tourism (Single qualifica-
tion for every ministry and agency) in the
fiscal year 2025/2026/2027
③ not be the stated person under the com-
mencement of reorganization procee-
dings or under the beginning of rehabili-
tation proceedings (except for the person
who has the procedure of reapplication
under the notification of the competing
participation qualification).
④ not be under suspension of nomination
by Director-General of Chubu Regional
Development Bureau from Time-limit for
submission of certificate to Bid Opening.
⑤ be unrelated to other participant about
capital and human capital.
⑥ not be the Building constructor that a
gangster influences management substan-
tially or the person who has exclusion re-
quest from Ministry of Land, Infrastructu-
re, Transport and Tourism is continuing
state concerned.
⑦ meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 73 of the Cabi-
net Order
⑧ submit 'The figure of information man-
agement system and the information
hander list', the documents about the ob-
servance of the contract system concer-
ning the information maintenance in this
service to the orderer and obtain its con-
sent by the Time-limit for tender.
