2 競争参加資格
(1) 独立行政法人航空大学校契約事務取扱要領
第28条の規定に該当しない者であること。な
お、未成年者、被保佐人又は被補助人であっ
て、契約締結のための必要な同意を得ている
者は、同条中、特別の理由がある場合に該当
する。
(2) 令和7・8・9年度資格審査結果通知書
(全省庁統一資格)の「物品の製造」又は「物
品の販売」の「A、B、C又はD」等級に格
付けされていること。
(3) 競争参加資格確認申請書提出期限から開札
までに、独立行政法人航空大学校所掌の工事
請負契約に係る指名停止等の措置要領(平成
15年9月1日空大会第147号)及び航空局所
掌の工事請負契約に係る指名停止等の措置要
領(昭和59年6月28日空経第386号)に基づ
く指名停止を受けていないこと。
(4) 警察当局から、暴力団員が実質的に経営を
支配する者又はこれに準ずる者として、国土
交通省公共事業等からの排除要請があり、当
該状態が継続している者でないこと。
(5) 給油体制や品質管理について、航空大学校
理事長が別に定める要件を満たす者であるこ
と。

(1) 契約手続きにおいて使用する言語及び通貨

(2) 入札保証金及び契約保証金 免除
(3) 入札者に要求される事項 この一般競争に
参加を希望する者は令和8年2月25日まで
に、入札説明書に掲げる資料を提出し、当職
から競争参加資格の有無について確認を受け
なければならない。なお、期限までに資料を
提出しない者、又は競争参加資格がないと認
められた者は、本競争に参加することができ
ない。
(4) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書、その他入札説明書7(4)に掲げる入札書は
無効とする。
(5) 契約書作成の要否 要
(6) 落札者の決定方法 独立行政法人航空大学
校契約事務取扱要領第5条の規定に基づいて
作成された予定価格の制限の範囲内であり、
且つ、最低価格をもって有効な入札を行った
者を落札者とする。

5 Summary

(6) Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① Not falling under the provisions of Ar-
ticle 28 of the Contract Handling Regula-
tions of the Independent Administrative
Institution Civil Aviation College. It
should be noted that minors, persons un-
der guardianship or assistance, who have
obtained the necessary consent for con-
tract conclusion, may be considered to
fall under the provisions of the same arti-
cle if there are special reasons.
② Having been rated as "A, B, C, or D"
grade in the "Sale of Goods" or "Manufac-
turing of Goods" category of the Qualifi-
cation Examination Results Notification
for Fiscal Years 2025, 2026 and 2027 (U-
nified Qualification for All Ministries and
Agencies).
③ Not subject to suspension of nomina-
tion based on the Guidelines for Suspen-
sion of Nomination, etc., for Construction
Contracting under the Jurisdiction of the
Independent Administrative Institution
Civil Aviation College (September 1,
2003, Aviation Association No.147) or the
Guidelines for Suspension of Nomination,
etc., for Construction Contracting under
the Jurisdiction of the Aviation Bureau
(June 28, 1984, Aviation and Economics
No.386) from the time of submission of the
competition participation eligibility
confirmation application until the open-
ing of bids.
④ Not being subject to exclusion requests
from the police authorities as an in-
dividual or entity where organized crime
members substantially control manage-
ment or are considered equivalent, in con-
nection with public works and other
matters under the jurisdiction of the Min-
istry of Land, Infrastructure, Transport,
and Tourism, and such a condition is not
ongoing.
⑤ Meeting the requirements established
by the President of the IAI, Civil Aviation
College regarding refueling procedures
and quality management.
