次のとおり一般競争入札に付します。

(6)入札方法落札者の決定にあたっては、入
札書に記載された金額の10パーセントに相当
する額を加算した金額(当該金額に1円未満
の端数があるときは、その端数金額を切り捨
てるものとする。)をもって落札価格とするの
で、入札者は、消費税及び地方消費税に係る
課税事業者であるか免税事業者であるかを問
わず、見積もった契約希望金額に110分の100
を乗じて算出した金額を入札書に記載するこ
と。原則として、当該入札の執行において入
札回数は2回を限度とする。なお、当該入札
回数までに落札者が決定しない場合には、原
則として独立行政法人航空大学校契約事務取
扱要領第49条第1項の規程に基づく随意契約
には移行しない。
2競争参加資格
(1)独立行政法人航空大学校契約事務取扱要領
第28条の規定に該当しない者であること。な
お、未成年者、被保佐人又は被補助人であっ
て、契約締結のための必要な同意を得ている
者は、同条中、特別の理由がある場合に該当
する。
(2)令和7・8・9年度資格審査結果通知書
(全省庁統一資格)の「物品の販売」の「A、
B、C又はD等級に格付けされていること。
(3)競争参加資格確認申請提出期限から開札ま
でに、独立行政法人航空大学校所掌の工事請
負契約に係る指名停止等の措置要領(平成15
年9月1日空大会第147号)及び航空局所掌
の工事請負契約に係る指名停止等の措置要領
(昭和59年6月28日空経第386号) に基づく
指名停止を受けていないこと。
(4)警察当局から、暴力団員が実質的に経営を
支配する者又はこれに準ずる者として、国土
交通省公共事業からの排除要請があり、当該
状態が継続している者でないこと。

(1)契約手続きにおいて使用する言語及び通貨

(3)入札者に要求される事項この一般競争に
参加を希望する者は令和7年12月2日まで
に、入札説明書に掲げる資料を提出し、当職
から競争参加資格の有無について確認を受け
なければならない。なお、期限までに資料を
提出しない者、又は競争参加資格がないと認
められた者は、本競争に参加することができ
ない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書、その他入札説明書7(4)に掲げる入札書は
無効とする。

(6)落札者の決定方法独立行政法人航空大学
校契約事務取扱要領第5条の規定に基づいて
作成された予定価格の制限の範囲内であり、
且つ、最低価格をもって有効な入札を行った
者を落札者とする。

①Not falling under the provisions of Ar-
ticle 28 of the Contract Handling Regula-
tions of the Independent Administrative
Institution Civil Aviation College. It
should be noted that minors, persons un-
der guardianship or assistance, who have
obtained the necessary consent for con-
tract conclusion, may be considered to
fall under the provisions of the same arti-
cle if there are special reasons.
②Having been rated as "A, B, C, or D"
grade in the "Sale of Goods" category of
the Qualification Examination Results
Notification for Fiscal Years 2025, 2026
and 2027 (Unified Qualification for All
Ministries and Agencies).
③ Not subject to suspension of nomina-
tion based on the Guidelines for Suspen-
sion of Nomination, etc., for Construction
Contracting under the Jurisdiction of the
Independent Administrative Institution
Civil Aviation College (September 1,
2003, Aviation Association No.147) and
the Guidelines for Suspension of Nomina-
tion, etc., for Construction Contracting
under the Jurisdiction of the Aviation Bu-
reau (June 28, 1984, Aviation and Eco-
nomics No.386) from the time of submis-
sion of the competition participation eli-
gibility confirmation application until the
opening of bids.
④Not being subject to exclusion requests
from the police authorities as an in-
dividual or entity where organized crime
members substantially control manage-
ment or are considered equivalent, in co-
nection with public works and other mat-
ters under the jurisdiction of the Ministry
of Land, Infrastructure, Transport, and
Tourism, and such a condition is not on-
going.
