(6) 入札方法 入札書に記載された金額に消費 税及び地方消費税の税率を乗じて得た額を加 算した金額(当該金額に1円未満の端数があ るときは、その端数金額を切り捨てた金額と する。)をもって落札価格とするので、入札者 は消費税及び地方消費税に係る課税事業者で あるか免税事業者であるかを問わず、見積 もった契約希望金額から当該金額に係る消費 税及び地方消費税に相当する額を減じた金額 を記載した入札書を提出すること。
原則として、当該入札の執行において入札 執行回数は2回を限度とする。 詳細は入札説明書による。
(7) 電子調達システム(GEPS)の利用 本 案件は、申請書等の提出、入札及び契約を電 子調達システムで行う対象案件である。なお、 電子調達システムによりがたい場合は、紙入 札方式参加願、紙契約方式記名押印願を提出 し、紙入札方式、紙契約方式に代えることが できる。
2 競争参加資格
(1) 予算決算及び会計令(以下「予決令」とい う。)第70条及び第71条の規定に該当しない者 であること。
(2) 令和7・8・9年度国土交通省競争参加資 格(全省庁統一資格)「物品の製造」、「物品の 販売」又は「役務の提供等」近畿地域の競争 参加資格を有する者であること。
なお、当該資格に係る申請については、「競 争参加者の資格に関する公示」の別表に記載 されている申請受付窓口(近畿地方整備局総 務部契約課ほか)にて随時受け付けている。
(3) 申請書等の受領期限の日から開札の時まで の期間に、近畿地方整備局長から指名停止を 受けていないこと。
(4) 会社更生法に基づき更生手続開始の申し立 てがなされている者又は民事再生法に基づき 再生手続開始の申し立てがなされている者 (「競争参加者の資格に関する公示」に基づ く「会社更生法及び民事再生法開始に基づく 更生手続の決定等を受けた者の手続」を行っ た者を除く。)でないこと。
(5) 入札説明書及び図書等を3(3)の交付方法に より、3(4)の交付期間に電子調達システムか ら自ら直接ダウンロード、または支出負担行 為担当官から直接交付を受けた入札説明書及 び図書等により作成した申請書を提出した者 であること。
(6) 警察当局から、暴力団員が実質的に経営を 支配する者又はこれに準ずる者として、国土 交通省が発注する業務等からの排除要請があ り、当該状態が継続している者でないこと。
(7) 入札説明書に定める製造、工事、納入、改 造、修繕、保守又は点検の元請けとしての履 行実績があり、実績が確認出来る資料を提出 した者であること。
(8) 入札説明書で定める迅速なアフターサービ ス体制及び部品の供給体制を確保することを 誓約できる者であること。
