4 電子調達システムの利用
本案件は、電子調達システムで行う。なお、
電子調達システムによりがたい者は、支出負担
行為担当官に書面により申し出た場合に限り、
紙入札方式に代えることができる。
5 その他
(1) 本入札及び契約手続において使用する言語
及び通貨 日本語及び日本国通貨。
(2) 入札保証金及び契約保証金 免除。
(3) 入札者に要求される事項 入札に参加を希
望する者は、上記2競争参加資格確認書類と
あわせて暴力団等に該当しない旨の誓約書を
提出しなければならない。入札者は、支出負
担行為担当官から当該書類に関し説明を求め
られた場合は、それに応じなければならない。
(4) 郵送による入札 郵送（書留郵便に限る）
による提出の場合は、上記3(1)宛てに入札書
の受領期限の前日までに到着するよう送付し
なければならない。なお、未着の場合、その
責任は参加者に属するものとする。郵送の場
合、担当者の職氏名及び連絡先を明記するこ
と。
(5) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書、その他入札の条件に違反した者の入札書
は無効とする。
(6) 契約書作成の要否 要。
(7) 落札者の決定方法 本公告に示した物品を
納入できると支出負担行為担当官が判断した
資料等を提出した者であって、予決令第79条
の規定に基づいて作成された予定価格の制限
の範囲内で最低価格をもって有効な入札を
行った者を落札者とする。
ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適
合した履行がなされないおそれがあると認め
られるとき、又はその者と契約を締結するこ
とが公正な取引の秩序を乱すこととなるおそ
れがあって著しく不適当であると認められる
ときは、予定価格の制限の範囲内の価格を
もって入札した他の者のうち、最低の価格を
もって入札した者を落札者とすることがあ
る。

be required: Emergency fuel supply at
Ministry of Health, Labour and Welfare,
Kamishakujii Office in the fiscal year 2026.
(4) Fulfillment period: From 1 April, 2026 to
31 March, 2027.
(5) Fulfillment place: The place specified by
the official in charge of disbursement of the
procuring entity.
(6) Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall: ①not come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Accounting, Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for concluding
a contract may be applicable under cases of
special reasons within the said clause ②not
come under Article 71 of the Cabinet Order
concerning the Budget, Auditing and Ac-
counting ③have Grade A, B or C on offer of
services etc. in terms of qualification for
participating in tenders by Ministry of
Health, Labour and Welfare (Single qualifi-
cation for every ministry and agency) in the
fiscal years 2025, 2026 and 2027 ④prove to
have no false statement in tendering docu-
ments ⑤prove neither the business condi-
tion nor credibility is deteriorating ⑥meet
the qualification requirements which the
Obligating Officer may specify in accor-
dance with Article 73 of the Cabinet Order
⑦are not being suspended from transac-
tions by request of the officials in charge of
contract.
(7) Time-limit of submission of proposals:
11:00 AM, 11 March, 2026.
(8) Time-limit of tender: 11:00 AM, 12
March, 2026.
