る。仕様書は別途交付するため、以下の

(6) (3)から(5)については、電子調達システムに
おいてシステム障害が発生した場合には、別
途通知する日時に変更する場合がある。
5 その他
(1) 入札及び契約手続において使用する言語及
び通貨 日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 全額免除す
る。
(3) 入札者に要求される事項 この一般競争に
参加を希望する者は、当局が交付する入札説
明書に基づいた証明書、入札書等を受領期限
までに提出しなければならない。ただし、電
子調達システムにおいて障害が発生した場合
には、別途通知する日時に変更する場合があ
る。また、入札者は、入札書の受領期限まで
の間において、支出負担行為担当官から当該
書類に関して説明を求められた場合は、それ
に応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書及び入札に関する
条件に違反した入札書は無効とする。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法
① 予算決算及び会計令第79条の規定に基づ
いて作成された予定価格の制限の範囲内で
最低の価格をもって有効な入札を行った入
札者を落札者とする。
ただし、予算決算及び会計令第85条によ
る基準の適用により、入札執行責任者が入
札の結果を保留する場合がある。この場合、
入札参加者は当局の行う事情聴取等の調査
に協力しなければならない。
② 次の場合には、予定価格の制限の範囲内
の価格をもって入札した他の者のうち最低
の価格をもって入札した者を落札者とする
ことがある。
イ. 上記①のただし書きによる調査の結
果、当該契約の内容に適合した履行がさ
れないおそれがあると認められる場合。
ロ. 公正な取引の秩序を乱すこととなるお
それがあって著しく不適当であると認め
られる場合。

6 Summary
(1) Official in charge of disbursement of the

(2) Classification of the services to be pro-
cured : 75
(3) Nature and forecast quantity of the ser-
vices to be required: Cleaning of the build-
ing of the Sendai National Government
Building Tower, 1 set.
(4) Fulfillment period: From April 1, 2026
through March 31, 2027.
(5) Fulfillment place: as in the tender do-
cumentation.
(6) Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall :
① Not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
③ Have Grade A, B in “Provision of ser-
vices, etc (Building management and oth-
er maintenance/management opera-
tions,)” in terms of the qualification for
participating in tenders by Organizations
in the Tohoku area related to the Minis-
try of Finance (Single qualification for
every ministry and agency) in the fiscal
years 2025, 2026, and 2027.
④ Not those who are judged to be in-
appropriate as the other party to a con-
tract on account of having violated any
of the clauses of contract and illegal or
unfair act previously made with an offi-
cial in charge of any of the relevant local
bureaus, or branch bureaus, or divisions,
or offices.
⑤ Have not received suspension of de-
signated contractor status, etc. from any
ministry or agency (including person spe-
cially qualified by officials in charge of
disbursement of the procuring entity).
⑥ Pass the examination to the accept-
ance deadline.
(7) Time-limit for acceptance: 17:00, March
16, 2026.
(8) Time-limit for tender: 17:00, March 17,
2026.
