(5) Delivery period: From 1st April, 2026 through 31st March 2027
(6) Delivery site: As designated in the bid manual.
(7) Rule of bid: To choose an undertaker by the bidding price.
(8) Qualifications for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall :
① Not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. Minors or persons under assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② Not be suspended from transactions by the request of the officials in charge of contract.
③ Have Grade A, B, or C on “sale of products” in the Tohoku areas in terms of qualification for participating in tenders by Ministry of the Environment (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027.
④ Have permission to be a general electric enterprise in accordance with article 2, section 2 of the Electricity Utilities Industry Law.
⑤ Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order. Fulfill the requirement mentioned in the tender manual that are stated from the viewpoint of reducing CO₂.
⑥ Be a pledger to excluding crime syndicates and other illegal organizations defined in the bid manual.
