⑤ not be the Building constructor that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned
⑥ have proven to have actually fulfillment the service with performance similar to that of the service concerned
⑦ have downloaded the bid manual from the Electric Procurement system, or have obtained the bid manual from orderer directly
