(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting, Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause,
② not come under Article 71 of the Cabinet Order concerning the Budget, Auding and Accounting,
③ the applicant must not have committed fraudulent acts with respect to quality or quantity in the performance of the con-
tract, or have obstructed the execution of fair competition, or have harmed fair prices, or have joined together to obtain unfair profits, for a period of two years after such acts have occurred,
④ have Grade A or B or C or D in “Sales of products” for participating in tenders by Ministry of Health Labour and Welfare (Single qualification for every ministry and agency) in Hokkaido Region,
⑤ prove to have obtained license for the sale of drugs in accordance with the Pharmaceuticals, Quality such as medical devices, for ensuring the efficacy and safety Law,
⑥ meet the qualification requirements which the Obligating Officer may specify,
