4 調達ポータルの利用
本件は、調達ポータルを利用した応札及び入開札手続により実施するものとする。
ただし、紙による入札書の提出も可とする。
5 その他
(1) 入札及び契約手続において使用する言語及び通貨 日本語及び日本国通貨。
(2) 入札保証金及び契約保証金 免除。
(3) 入札者に要求される事項 この一般競争に参加を希望する者は、入札説明書で示した入札参加のために必要な書類をそれぞれの受領期限までに提出しなければならない。また、入札者は、開札日の前日までの間において、支出負担行為担当官から当該書類に関し説明を求められた場合は、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書及び入札に関する条件に違反した入札書は無効とする。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法 予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内であり、入札説明書で指定する性能等の要求要件のうち必須とされた項目の最低限の要求要件を全て満たしている提案をした入札者の中から、入札説明書で定める総合評価の方法に基づく計算を行い、得点の最も高い者をもって落札者を決定する。ただし、落札者となるべき者の入札価格によっては、その者により当該契約の内容に適合した履行がされないおそれがあると認められるとき、又はその者と契約を締結することが公正な取引の秩序を乱すこととなるおそれがあって著しく不適当であると認められるときは、予定価格の範囲内の価格をもって入札した他の者のうち総合評価の方法による得点の最も高いものをもって入札した者を落札者とすることがある。

6 Summary

(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall;
(a) not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
(b) not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
(c) have Grade "A" or "B" offer of services etc in the Kanto-Koshinetsu district, in terms of the qualification for participating in tenders related to Ministry of Finance (Single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027.
(d) have not received suspension of designated contractor status, etc. from any ministry or agency (including person specially qualified by officials in charge of disbursement of the procuring entity).
(e) an eligible person is a person whose business condition and credit are deemed not to be a sever degradation, and who is sure to implement the contract.
(f) Submit a document of a system to prove their ability to supply the system concerned and meet our requirements in order to be judged acceptable by the contracting entity; and provide explanations on the contents of the above document by request.
