② have Grade A, B, or C on “offer of services” in terms of qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency) in the fiscal year 2025/ 2026/2027
③ not be under suspension of nomination by Director-General of Geospatial Information Authority of Japan from Time-limit for submission of certificate to Bid Opening
④ acquire the electric certificate in case of using the Electronic Procurement system https://www.p-portal.go.jp/pps-web-biz/
⑤ not be the supplier that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned
⑥ be the person who obtained the bid manual from the person of ordering directly
⑦ The person conform to the conditions stipulated in Article 26 of the specifications
