1 調達内容

国土技術政策総合研究所構内で使用するガス(旭地区)使用予定数量 仕様書のとおり (電子調達システム対象案件)
(3) 調達件名の特質仕様等 入札説明書による。
(4) 履行期間 令和8年4月1日から令和9年3月31日
(5) 履行場所 入札説明書による。
(6) 入札方法 入札書には、当所が提示する令和8年4月から令和9年3月までの予定使用量の合計量に1㎥当たりの単価(円未満3桁までを含むことができる)を乗じて算出した総額(円未満の端数は切り捨てる)を記載すること。総価を記載すること。
なお、落札決定に当たっては、入札書に記載された金額に当該金額の100分の10に相当する額を加算した金額(当該金額に1円未満の端数があるときは、その端数金額を切り捨てた金額とする。)をもって落札価格とするので、入札者は消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず見積もった契約希望金額の110分の100に相当する金額を入札書に記載すること。
原則として、当該入札の執行において入札執行回数は2回を限度とする。なお、当該入札回数までに落札者が決定しない場合は、原則として予算決算及び会計令第99条の2の規定に基づく随意契約には、移行しない。
(7) 電子調達システムの利用 本案件は、競争参加資格確認申請書(以下「申請書」という。)の提出、入札を電子調達システムで行う対象案件である。なお、電子調達システムによりがたい場合は、紙入札方式参加願を提出するものとする。
2 競争参加資格
(1) 予算決算及び会計令第70条及び第71条の規定に該当しない者であること。
(2) 警察当局から、暴力団員が実質的に経営を支配する者又はこれに準ずるものとして、国土交通省公共事業等からの排除要請があり、当該状態が継続している者でないこと。
(3) 令和07・08・09年度国土交通省競争参加資格(全省庁統一資格)において「物品の販売」のA、B又はC等級のいずれかに格付けされ、関東・甲信越地域の競争参加資格を有する者であること。
(4) 申請書及び資料の受領期限の日から開札の時までの期間に、(令和8年4月1日契約の入札で落札決定を保留している場合は落札決定の時まで)国土技術政策総合研究所長から指名停止を受けていないこと。
(5) 会社更生法に基づき更生手続開始の申立てがなされている者又は民事再生法に基づき再生手続開始の申立てがなされている者(競争参加資格に関する公示に基づき(3)の競争参加資格を継続する為に必要な手続きをおこなった者は除く。)でないこと。
(6) ガス事業法に基づくガス事業者であること。
(7) 電子調達システムによる場合は、電子認証(ICカード)を取得していること。
(8) 入札説明書の交付を直接受けた者であること。(3(3)の交付方法により直接入札説明書を入手した者であること。)

(3) 入札説明書の交付期間、交付場所及び交付方法
1) 入札説明書は電子調達システムによる電子データの交付及び、電子メール
(https://www.nilim.go.jp/lab/adg/koukoku/buppin/chotatsuf orm.html)により交付する。交付期間は令和8年1月14日から令和8年2月13日までとする。
2) やむを得ない事由により、上記交付方法による入手ができない入札参加希望者に対しては、記録媒体(CD-R等、USBは不可)を上記(1)に持参又は郵送することにより電子データを交付する。持参による場合は、上記(1)に記録媒体を持参すること。郵送による場合は、上記(1)に記録媒体、返信用の封筒(切手を貼付)、入札参加希望者の連絡先がわかるものを同封すること。
受付期間は令和8年1月14日から令和8年2月13日までの土曜日、日曜日及び休日等(行政機関の休日に関する法律(昭和63年法律第91号)第1条第1項に規定する行政機関の休日(以下「休日」という。)を除く毎日、8時30分から17時15分まで(最終日は16時まで)とする。

4 その他
(1) 契約手続きにおいて使用する言語及び通貨 日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 免除。
(3) 入札者に要求される事項
1) 電子調達システムにより参加を希望する者は、証明書等を上記3(4)の提出期限までに、上記3(1)に示すURLに提出しなければならない。
2) 紙入札方式により参加を希望する者は、必要な証明書等を3(4)の提出期限までに、3(2)に示す場所に持参又は書留郵便等(書留郵便及び「民間事業者による信書の送達
に関する法律」(平成14年法律第99号)第2条第6号に規定する一般信書便事業者若しくは同条第9項に規定する特定信書便事業者の提供する同条第2項に規定する信書便のうち、引き受け及び配達記録をした信書便をいう。)により提出しなければならない。
なお、1)、2)いずれの場合も、開札日の前日までの間において必要な申請書及び資料の内容に関する支出負担行為担当官からの照会があった場合には、説明しなければならない。
(4) 入札の無効 本公告に示した競争参加資格を有しない者のした入札、証明書等に虚偽の記載をした者のした入札、入札に関する条件に違反した入札は無効とする。(入札説明書、国土技術政策総合研究所競争契約入札心得参照)

(6) 落札者の決定方法 本公告4(3)に従い、書類・資料を添付して入札書を提出した入札者であって、本公告2の競争参加資格を全て満たし、当該入札者の入札価格が予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。
