ア 紙入札方式での参加者 令和8年3月4日14時00分まで（郵送による入札は、令和8年3月4日13時00分必着のこと。）

(4) 開札の日時及び場所 令和8年3月4日14時00分から立川拘置所庁舎大会議室又は電子調達システムにて開札。
4 電子調達システムの利用
本件は、電子調達システムを利用することができる案件である。
5 その他
(1) 入札及び契約手続において使用する言語及び通貨 日本語及び日本国通貨
(2) 入札保証金及び契約保証金 免除
(3) 入札者に要求される事項 この一般競争に参加を希望する者は、仕様書に記載された確認書等を指定期日までに提出しなければならない。また、開札日の前日までの間において、支出負担行為担当官から当該書類に関し説明を求められた場合は、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者のした入札及び入札に関する条件に違反した入札は無効とする。
(5) 契約書作成の要否 要
(6) 落札者の決定方法 本公告に示した物品を納入できると支出負担行為担当官が判断した資料を添付して入札書を提出した入札者であって、予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った入札者を落札者とする。

6 Summary

(3) Nature and quantity of the product to be purchased: About 381,673m³ of medium pressure gas to be used in Tachikawa Detention House.

(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall: ①Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, persons under conservatorship or persons under assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ②Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③Have Grade A or B in the Kanto-Kousinetu area in “sale of products” in terms of the qualification for
participating in tenders related to the Ministry of Justice (the standardized qualification for every ministry and agency) for the fiscal years of 2025, 2026 and 2027. ④Suppliers who intend to put in a bid without above qualifications may be eligible only if they become entitled to the qualification and the relevant grade and registered in the list of qualified bidders on or before 4 March 2026.
