Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③Have Grade A, B or C “offer of service” in the Kanto and Koshinetsu area in terms of the qualification for participating in tenders laid down by Ministry of Justice (Single qualification for every ministry and agency) for the purpose of procurement in the fiscal year of 2025, 2026 and 2027, that person who can prove that it has a track record of institution management administration duties of the tender notice of property equal to or greater than the property. ④Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order.
