(6)入札方法入札金額は、各社において設定
する契約電力に対する単価(kW単価、同一
月においては単一のものとする。)及び使用電
力量に対する単価(kWh単価、同一月にお
いては単一のものとする。)を根拠(小数点以
下を含むことができる。)とし、当庁が提示す
る契約電力及び予定使用電力量の対価を入札
金額とすること。なお、落札決定に当たって
は、入札書に記載された金額に当該金額の
10%に相当する額を加算した金額(当該金額
に1円未満の端数があるときは、その端数金
額を切り捨てるものとする。)をもって落札価
格とするので、入札者は、消費税及び地方消
費税に係る課税事業者であるか免税事業者で
あるかを問わず、見積もった契約金額の110
分の100に相当する金額を入札書に記載する
こと。
(7)電子調達システムの利用本件は、入開札
手続を電子調達システムで行う対象案件であ
る。ただし、電子入札によりがたい者は、事
前に承諾を得て紙入札方式に代えることがで
きる。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和07・08・09年度最高裁判所競争参加資
格(全省庁統一資格)の「物品の販売」にお
いてA、B又はC等級に格付けされ、四国地
域の競争参加資格を有する者であること。な
お、「物品の販売」においてC等級に格付けさ
れた者は、本件と同程度以上の仕様の電気を
供給した実績を有する者であること。
(4)上記2(3)の資格の申請の時期及び場所は,
全省庁統一資格申請の方法による。
(5)電気事業法第2条の2の規定に基づき小売
電気事業の登録を受けている者であること。
(6)予算決算及び会計令第73条の規定に基づ
き、支出負担行為担当官が定める資格を有す
る者であること。
(7)入札説明書の交付を受けた者であること。
(8)開札時において、最高裁判所から指名の対
象外とすることを定める措置を受けていない
こと。

書その他入札の条件に違反した者の提出した
入札書は無効とする。

79条の規定に基づいて作成された予定価格の

ding procedures: Suppliers eligible for par-
ticipating in the proposed bid are those who
shall:①not apply to Article 70 of the Cabi-
net Order concerning the Budget, Auditing
and Accounting (however, minors, persons
under curatorship, or persons under assis-
tance who obtained the consent necessary
for concluding a contract may be applicable
to the status of special reasons within the
said article);②not apply to Article 71 of
the above-mentioned Cabinet Order;③
have Grade A, B or C in Selling classifica
tion in terms of the qualification for partici-
pating in bids required by the Supreme
Court (single qualification for every minis-
try and agency) in the fiscal years 2025
2026 and 2027 and meet the qualification for
participating in bids within Shikoku region.
In addition, those rated C grade for "sales of
goods" must have a track record of supply-
ing electricity with specifications similar to
or higher than those in this case;④The
time and place of application for the quali-
fication of ③ shall be in the manner of ap
plication for single qualification for every
ministry and agency;⑤have a license to be
a General Electricity Utility in accordance
with Article 2, paragraph2 of the retail
electricity company;⑥meet the qualifica-
tion offirement offi
cer may specify in accordance with Article
73 of the above-mentioned Cabinet Order;
⑦be a person who took an explanatory pa-
per for the bid; and ⑧have not received
suspension of designated contractor status
from the Supreme Court at the time of the
opening of bids
