②高松地方裁判所丸亀支部・丸亀簡易裁判所庁舎 契約電力62kW 年間使用予定電力104,600kWh
③高松家庭・簡易裁判所庁舎 契約電力102kW 年間使用予定電力211,600kWh
(3) 調達件名の特質等 入札説明書による。
(4) 供給期間 入札説明書による。

(6) 入札方法 入札金額は、各社において設定する契約電力に対する単価（kW単価、同一月においては単一のものとする。）及び使用電力量に対する単価（kWh単価、同一月においては単一のものとする。）を根拠（小数点以下を含むことができる。）とし、当庁が提示する契約電力及び予定使用電力量の対価を入札金額とすること。なお、落札決定に当たっては、入札書に記載された金額に当該金額の10%に相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
(7) 電子調達システムの利用 本件は、入開札手続を電子調達システムで行う対象案件である。ただし、電子入札によりがたい者は、事前に承諾を得て紙入札方式に代えることができる。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和04・05・06年度最高裁判所競争参加資格（全省庁統一資格）の「物品の販売」においてA、B又はC等級に格付けされ、四国地域の競争参加資格を有する者であること。なお、「物品の販売」においてC等級に格付けされた者は、本件と同程度以上の仕様の電気を供給した実績を有する者であること。

のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書その他入札の条件に違反した者の提出した
入札書は無効とする。

(5) 落札者の決定方法 予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った入札者を落札者とする。

(6) Qualification for participating in the bid-
ding procedures: Suppliers eligible for par-
ticipating in the proposed bid are those who
shall: ①not apply to Article 70 of the Cabi-
net Order concerning the Budget, Auditing
and Accounting (however, minors, persons
under curatorship, or persons under assis-
tance who obtained the consent necessary
for concluding a contract may be applicable
to the status of special reasons within the
said article); ②not apply to Article 71 of
the above-mentioned Cabinet Order; ③
have Grade A, B or C in Selling classifica-
tion in terms of the qualification for partici-
pating in bids required by the Supreme
Court (single qualification for every minis-
try and agency) in the fiscal years 2022,
2023 and 2024 and meet the qualification for
participating in bids within Shikoku region.
In addition, those rated C grade for “sales of
goods” must have a track record of supply-
ing electricity with specifications similar to
or higher than those in this case ; ④The
time and place of application for the quali-
fication of ③ shall be in the manner of ap-
plication for single qualification for every
ministry and agency; ⑤have a license to be
a General Electricity Utility in accordance
with Article 2, paragraph 2 of the retail
electricity company; ⑥meet the qualifica-
tion requirement which the obligated offi-
cer may specify in accordance with Article
73 of the above-mentioned Cabinet Order;
⑦be a person who took an explanatory pa-
per for the bid; and ⑧have not received
suspension of designated contractor status
from the Supreme Court at the time of the
opening of bids
