格(全省庁統一資格)において、東北地域の
「役務の提供等」のうち営業品目が「建物管
理等各種保守管理』でA、B又はC等級のい
ずれかの等級に格付けされる者であること。
(7)社会保険等(厚生年金保険、健康保険(全
国健康保険協会が管掌するもの)、船員保険、
国民年金、労働者災害補償保険及び雇用保険)
の制度が適用される者にあっては、これに加
入し、該当する制度の直近2年間(労働者災
害補償保険及び雇用保険は2保険年度)の保
険料の滞納がないこと。
(8)その他予算決算及び会計令第73条の規定に
基づき、支出負担行為担当官が定める資格を
有する者であること。
3電子調達システムの利用
本件は、電子調達システムを利用した応札及
び入札手続きにより実施するものとする。ただ
し、電子調達システムによりがたい者は、支出
負担行為担当官に書面による申し出の上、紙入
札方式によることができる。

(1)入札及び契約手続きにおいて使用する言語

(3)入札者に要求される事項この一般競争入
札に参加を希望する者は、入札説明書及び仕
様書に記載された書類を提出しなければなら
ない。なお、入札者は支出負担行為担当官か
ら当該書類に関し説明を求められた場合は、
これに応じなければならない。
(4)入札の無効本公告に示した入札参加に必
要な資格のない者が行った入札及び入札に関
する条件に違反した入札は、無効とする。
(5)契約書作成の要否要
契約書類の授受は電子調達システムで行
う。なお、電子調達システムによりがたい場
合は、支出負担行為担当官の承諾を得て紙契
約方式によることができる。
(6)落札者の決定方法競争参加資格及び仕様
書の要求要件をすべて満たし、当該契約を履
行できると支出負担行為担当官が判断した者
であって、予算決算及び会計令第79条の規定
に基づいて作成された予定価格の制限の範囲
内で最低価格をもって有効な入札を行った入
札者を落札者とする。ただし、落札者となる
べき者の入札価格によっては、その者により
当該契約の内容に適合した履行がなされない
おそれがあると認められるとき、又はその者
と契約を締結することが公正な取引の秩序を
乱すこととなるおそれがあって著しく不適当
であると認められるときは、予定価格の制限
の範囲内の価格をもって入札した他の者のう
ち最低の価格をもって入札した者を落札者と
することがある。
