(3)入札者に要求される事項この一般競争入

札に参加を希望する者で、上記2(3)②に該当

する者は、本公告の業務と同等以上の「役務

の提供等」の実績を有することを証明する書

類を令和8年2月5日午後5時00分までに提

出しなければならない。

入札者は開札日の前日までの間において、

支出負担行為担当官から当該書類に関し説明

を求められた場合は、それに応じなければな

らない。

(4)入札の無効本公告に示した競争参加資格

のない者の提出した入札書、入札者に求めら

れる義務を履行しなかった者の提出した入札

書、その他入札の条件に違反した者の提出し

た入札書。

(5)契約書作成の要否要。

(6)落札者の決定方法予算決算及び会計令第

79条の規定に基づいて作成された予定価格の

制限の範囲内で最低価格をもって有効な入札

を行った入札者を落札者とする。

(6)Qualification for participating in the bid-

ding procedures: Suppliers eligible for par-

ticipating in the proposed bid are those who

shall: ①not apply to Article 70 of the Cabi-

net Order concerning the Budget, Auditing,

and Accounting (however, minors, persons

under curatorship, or persons under assis-

tance who obtained the consent necessary

for concluding a contract may be applicable

to the status of special reasons within the

said article);②not apply to Article71 of

the above-mentioned Cabinet Order;③(A)

have Grade A or B in Offering Service clas-

sification in terms of the qualification for

participating in bids required by the Su-

preme Court (single qualification for every

ministry and agency) in the fiscal years

2025, 2026 and 2027, and meet the qualifica-

tion for participating in bids within Chu-

goku region, or (B)have Grade C in the abo-

ve-mentioned classification, meet the quali-

fication for participating in bids within

Chugoku region, and be able to prove the

record of experience of offering equivalent

or superior service to the case of this bid

(6)入札方法落札決定に当たっては、入札書

に記載された金額に当該金額の10%に相当す

る額を加算した金額(当該金額に1円未満の

端数があるときは、その端数金額を切り捨て

るものとする。)をもって落札価格とするの

で、入札者は、消費税及び地方消費税に係る

課税事業者であるか免税事業者であるかを問

わず、見積もった契約金額の110分の100に相

当する金額を入札書に記載すること。

(7)電子調達システムの利用本件は、入札手

続を電子調達システムを利用した方式により

実施する。ただし、電子入札方式により難い

者は、支出負担行為担当官の承諾を得た場合

に限り紙入札方式により参加し、又は紙入札

方式へ変更することができる。

2競争参加資格

(1)予算決算及び会計令第70条の規定に該当し

ない者であること。なお、未成年者、被保佐

人又は被補助人であって、契約締結のために

必要な同意を得ている者は、同条中、特別の

理由がある場合に該当する。

(2)予算決算及び会計令第71条の規定に該当し

ない者であること。

(3)開札時において、最高裁判所から指名の対

象外とすることを定める措置を受けていない

とこ

(4)次のいずれかに該当する者であること。

①令和07・08・09年度最高裁判所競争参加

資格(全省庁統一資格)の「役務の提供等」

において、Bの等級に格付けされ、中国地

域の競争参加資格を有する者であること。

②令和07・08・09年度最高裁判所競争参加

資格(全省庁統一資格)の「役務の提供等」

において、Cの等級に格付けされ、中国地

域の競争参加資格を有する者で、本入札公

告の清掃業務と同等以上の「役務の提供等」

の実績を有することを証明できる者である

こと。

(5)上記2(4)の資格の申請の時期及び場所は、

全省庁統一資格申請の方法による。
