(6) 入札方法 入札金額は、各社において設定する契約電力に対する単価(kW単価)及び使用電力量に対する単価(kWh単価)を根拠(小数点以下を含むことができる。)とし、
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和04・05・06年度最高裁判所競争参加資格（全省庁統一資格）の「物品の販売」において、A等級又はB等級に格付けされ、中国地域の競争参加資格を有する者であること。
(4) 上記2(3)の資格の申請の時期及び場所は、全省庁統一資格申請の方法による。
(5) 電気事業法第2条の2の規定に基づき、小売電気事業の登録を受けている者であること。
(6) 予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める資格を有する者であること。
(7) 入札説明書の交付を受けた者であること。
(8) 開札時において、最高裁判所から指名の対象外とすることを定める措置を受けていないこと。

(6) Qualification for participating in the bidding procedures: Suppliers eligible for participating in the proposed bid are those who shall: (A)not apply to Article 70 of the Cabinet Order concerning the Budget, Auditing, and Accounting (however, minors, persons under curatorship, or persons under assistance who obtained the consent necessary for concluding a contract may be applicable to the status of special reasons within the said article); (B)not apply to Article 71 of the above-mentioned Cabinet Order; (C)have Grade A or B in Selling classification in terms of the qualification for participating in bids required by the Supreme Court (single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024 and meet the qualification for participating in bids within Chugoku region; (D)The time and place of application for the qualification of (C)shall be in the manner of application for single qualification for every ministry and agency; (E)Obtain registration of the electricity retail business in accordance with Article 2-2 of the Electricity Business Act; (F)meet the qualification requirement which the obligated officer may specify in accordance with Article 73 of the above-mentioned Cabinet Order; (G)be a person who took an explanatory paper for the bid; and (H)have not received suspension of designated contractor status from the Supreme Court at the time of the opening of bids
