札に参加を希望する者は、入札説明書の交付
を受け、封印した入札書を受領期限までに提
出しなければならない。入札者は、開札日の
前日までの間において、支出負担行為担当官
から当該書類に関し説明を求められた場合
は、これに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札は無効とする。

(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った入札者を落札者とする。

tance who obtained the consent necessary
for concluding a contract may be applicable
to the status of special reasons within the

have Grade A or B in Offering Service clas-
sification in terms of the qualification for
participating in bids required by the Su-
preme Court (single qualification for every
ministry and agency) in the fiscal years

tion for participating in bids within
Tohokuregion, or (B) have Grade C in the
above-mentioned classification, meet the
qualification for participating in bids with-
in Tohoku region, and be able to prove the
record of experience of offering equivalent
or superior cleaning service to the case of
