(6) 入札方法 落札決定に当たっては、入札書に記載された金額に当該金額の10%に相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 次のいずれかに該当する者であること。
① 令和04・05・06年度最高裁判所競争参加資格（全省庁統一資格）の「役務の提供等」において、A又はB等級に格付けされ、東北地域の競争参加資格を有する者。
② 令和04・05・06年度最高裁判所競争参加資格（全省庁統一資格）の「役務の提供等」において、C等級に格付けされ、東北地域の競争参加資格を有する者で、本入札公告の清掃業務と同等以上の仕様の清掃業務をした実績を証明できる者。
(4) 上記2(3)の資格の申請の時期及び場所は、全省庁統一資格申請の方法による。
(5) 予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める資格を有する者であること。
(6) 開札時において、最高裁判所から指名の対象外とすることを定める措置を受けていないこと。

4 その他
(1) 契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 免除。
(3) 入札者に要求される事項 この一般競争入
札に参加を希望する者は、入札説明書の交付
を受け、本公告に示した調達内容を完全に履
行できることを証明する書類を別に指定する
期限までに提出した上で、封印した入札書を
受領期限までに提出しなければならない。入
札者は、開札日の前日までの間において、支
出負担行為担当官から当該書類に関し説明を
求められた場合は、これに応じなければなら
ない。
(4) 入札の無効 本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札は無効とする。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法 予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った入札者を落札者とする。
(7) 手続における交渉の有無 無。

(6) Qualification for participating in the bid-
ding procedures: Suppliers eligible for par-
ticipating in the proposed bid are those who
shall: ①not apply to Article 70 of the Cabi-
net Order concerning the Budget, Auditing,
and Accounting (however, minors, persons
under curatorship, or persons under assis-
tance who obtained the consent necessary
for concluding a contract may be applicable
to the status of special reasons within the
said article); ②not apply to Article 71 of
the above-mentioned Cabinet Order; ③(A)
have Grade A or B in Offering Service clas-
sification in terms of the qualification for
participating in bids required by the Su-
preme Court (single qualification for every
ministry and agency) in the fiscal years
2022, 2023 and 2024, and meet the qualifica-
tion for participating in bids within Tohoku
region, or (B)have Grade C in the above-
mentioned classification, meet the qualifi-
cation for participating in bids within
Tohoku region, and be able to prove the
record of experience of offering equivalent
or superior cleaning service to the case of
this bid notice; ④The time and place of
application for the qualification of ③ shall
be in the manner of application for single
qualification for every ministry and agen-
cy; ⑤meet the qualification requirement
which the obligated officer may specify in
accordance with Article 73 of the above-
mentioned Cabinet Order; and ⑥have not
received suspension of designated contrac-
tor status from the Supreme Court at the
time of the opening of bids
