() In the case of a suppliers

to the Ministry of Finance in the fiscal

vided for in the qualification for par-
ticipating by organizations
related to the Ministry of Finance
(single qualification for every ministry
and agency) in the fiscal years 2025,
2026 and 2027, and be eligible to par-
ticipate in tendering procedures in the
Kanto Koshinetsu area.
() In the case of a suppliers
"sediment removal services," such
supplier shall have Grade A, B, C or D
for the classification of "general civil
work," or Grade A or B for the classifi-
cation of "scaffolding, civil works, con-
crete works," as provided for in the
qualification for participating in ten-
ders by organizations in the Kanto area
related to the Ministry of Finance in
the fiscal years 2025 and 2026.
(x) In the case of a supplier who renders
"simple treatment services on slopes",
such supplier shall have Grade A, B, C
or D for the classification of "general
civil work", or Grade A, B or C for the
classification of "scaffolding, civil
works, concrete works", as provided
for in the qualification for participat-
ing in tenders by organizations in the
Kanto area related to the Ministry of
Finance in the fiscal years 2025 and
2026
(xi) In the case of a supplier who ren-
ders shutvices for shutting opening
parts of supplier such shall
have Grade A or B for the classifica-
tion of "garden works, or Grade A, B,
C or D for the classification of "general
civil provided for in the qua-
lification tenders
by organizations in the Kanto area re-
lated to the Ministry of Finance in the
fiscal years 2025 and 2026.
() In the case of a supplier who ren-
ders "estimation such such such suppli-
er shall have Grade A, B or C for the
classification of works" orks" or
Grade A, B, C or D for the classifica-
tion of "general civil works," as pro-
vided for in the qualification for par-
ticipating in tenders by organizations
in the Kanto area related to the Minis-
try of Finance in the fiscal years 2025
and 2026.
(5) A supplier whose qualification has not
been suspended by government agencies
(including specifically de-
signated by the official in charge of di-
sbursement of the procuring).
(6) A supplier who has no delinquent tax
liabilities.
(7)A supplier who has not received any
supervisory action within one year before
the base date, which shall be the first day
of the month in which the last day of the
application acceptance period falls.
(8)A supplier whose business situation or
trustworthiness is deemed not to have
significantly whose
proper performance of a contract can be
guaranteed.
(9) A supplier who has been given a brief-
ing on the outline of the services at the
tender briefing session (or briefing on an
as-needed basis)
(10)Submission of Tender by Tendering
Group
(i) In cases where a single supplier is
unable to implement all the services, a
tender may be submitted by a group of
two or more suppliers (hereinafter the
"tendering group").
In such case, one of the tendering
group members, acting as the repre-
sentative of the shall shall submit the
proposal sheet and take the tender pro-
cedures in such representative's name.
For making an application for partici-
pation in tender procedures, a tender-
ing group is required to prepare and
submit a written agreement for the for-
mation of a tendering group.
For the
representative of the tendering group
shall be responsible for coordination
and liaison with the government. In ad-
dition, the menders
shall with
the government so that the services
will be implemented in a smooth and
efficient manner.
A tendering member member may not,
solely or jointly with another tendering
group participating in the same tender,
submit the tender.
() The representative shall satisfy all of
the requirements specified in (1) th-
rough (3) and (5) through (9) above, and
members of the group shall satisfy the
requirements specified in items (1) th-
rough (3) and (5) through (8) above.
With regard to the requirements set
out in item (4)above, it is sufficient that
the tendering group as a whole satisfies
all these requirements; however, the
representative and each group member
shall have at least one type of qualifi-
cation for participation in the tender-
ing procedures.

14 Method of awarding contractor
A contract shall be awarded to a party
which submitted the proposal sheet referred
to in Section 11 above and the tender sheet
referred to in Section 13 above, and which
obtained the highest total assessment score.
The contract shall be awarded by a total
assessment method, in which the price as
well as other factors are assessed in totality
to determine the winning tenderer.
15Invalid proposal sheet and tender sheet
Any proposal sheet and tender sheet sub-
mitted by a party not qualified to partici-
pate in the tender as provided in this public
notice, the Implementation Guidelines and
the Tendering Instructions invalid
16 Preparation of a contract in written form
A written contract needs to be prepared.

result information including the name and

次のとおり一般競争入札に付します。

本調達は、「政府電子調達システム」(https:/l
www.p-portal.go.jp/pps-web-biz/)を利用した
応札及び入開札手続により実施するものとする。
ただし、「紙」による入札書等の提出も可とする。

委託期間における委託予定数量は下記8の入
札説明会参加者(随時説明を受けた者を含む)
に後日通知する。なお、委託予定数量は予定で
あり、国の都合により増減することがある。
5入札方法
業務ごとの単価に委託予定数量を乗じた金額
の合計で行う。
落札決定に当たっては、入札書に記載された
金額に当該金額の10%に相当する額を加算した
金額(当該金額に1円未満の端数があるときは、
その端数を切り捨てるものとする。)をもって落
札価格とするので、入札者は、消費税及び地方
消費税に係る課税事業者であるか免税事業者で
あるかを問わず、見積もった契約金額の110分
の100に相当する金額を入札書に記載すること。
また、入札書は、その提出した入札書の引き
換え、変更又は取消しをすることはできない。
6入札に参加する者に必要な資格に関する事項
(1)予算決算及び会計令(昭和22年勅令第165
号)第70条の規定に該当しない者であること。
なお、未成年者、被保佐人又は被補助人で
あって、本契約の締結のために必要な同意を
得ている者は、同条中、特別の理由がある場
合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)会社更生法(平成14年法律第154号)に基
づき更生手続開始の申立てをしていない者又
は民事再生法(平成11年法律第225号)に基
づき再生手続開始の申立てをしていない者。
(ただし、会社更生法に基づき更生手続開始
の申立てをした者又は民事再生法に基づき再
生手続開始の申立てをした者で、手続開始の
決定がなされた後において競争参加資格の再
認定を受けている者を除く。)
(4)入札を行う地域の競争参加資格(全省庁統
一資格又は財務省競争参加資格)を有する者、
又は当該競争参加資格を有していない者で、
入札書の提出期限までに競争参加資格審査を
受け、競争参加資格者名簿に登録された者で
あること。なお、入札書の提出期限までに、「資
格審査結果通知書」の写しを提出すること。
なお、全省庁統一資格の申請は、「競争参加
者の資格に関する公示」(令和7年3月31日付
官報)に記載されている時期及び場所で受け
付け、財務省競争参加資格の申請は、当局ホー
ムページに記載されている時期及び場所で受
け付ける。
また、仕様書で定める業務に応じて、次の
①から⑫の資格を全て有する者であること。
①「巡回業務」を行う者は、令和7・8年
度財務省関東地区競争参加資格「造園工事」
の「A」又は「B」の等級に格付けされて
いる者、又は同「土木一式工事」の「A」、
「B」、「C」又は「D」の等級に格付けさ
れている者、あるいは令和7・8・9年度
財務省競争参加資格(全省庁統一資格)「役
務の提供等」の「A」、「B」又は「C」の
等級に格付けされ、関東・甲信越地域の競
争参加資格を有する者であること。
②「草刈・保守業務」を行う者は、令和7・
8年度財務省関東地区競争参加資格「造園
工事」の「A」又は「B」の等級に格付け
されている者、又は同「土木一式工事」の
「A」、「B」又は「C」の等級に格付けさ
れている者、あるいは令和7・8・9年度
財務省競争参加資格(全省庁統一資格)「役
務の提供等」の「A」、「B」又は「C」の
等級に格付けされ、関東・甲信越地域の競

③「除草剤散布業務」を行う者は、令和7・

又は「B」の等級に格付けされている者で
あること。
⑩「斜面簡易措置業務」を行う者は、令和
7・8年度財務省関東地区競争参加資格
「土木一式工事」の「A」、「B」、「C」又は
「D」の等級に格付けされている者、又は
同「とび・土工・コンクリート工事」の
「A」、「B」又は「C」の等級に格付けさ
れている者であること。
⑪「建物開口部閉鎖業務」を行う者は、令
和7・8年度財務省関東地区競争参加資格
「造園工事」の「A」又は「B」の等級に
格付けされている者、又は同「土木一式工
事」の「A」、「B」、「C」又は「D」の等級
に格付けされている者であること,
⑫「見積書作成業務」を行う者は、令和7・
8年度財務省関東地区競争参加資格「造園
工事の「A」、「B」又は「C」の等級に
格付けされている者、又は同「土木一式工
事」の「A」、「B」、「C」又は「D」の等級
に格付けされている者であること。
(5)各府省庁から指名停止等を受けていない者
(支出負担行為担当官が特に認める者を含
む。)であること。
(6)税の滞納がないこと。
(7)申込受付期間の最終日の属する月の初日を
基準日として、基準日前1年以内に監督処分
を受けていない者であること。
(8)経営の状況又は信用度が極度に悪化してい
ないと認められる者であり、適正な契約の履
行が確保される者であること。
(9)入札説明会(随時説明を含む)において、
業務の概要等の説明を受けた者であること。
(10)入札参加グループでの入札について
イ単独で業務が担えない場合は、複数の者
で構成されるグループ(以下「入札参加グ
ループという。)で参加することができる。
この場合、入札参加グループの構成者の
うち1者がグループの代表者となり、提案
書の提出及び入札手続を代表者の名前で行
うものとする。また、入札参加申込みに当
たっては、入札参加グループ結成に関する
協定書を作成し併せて提出すること。
また、業務の実施に当たっては、入札参
加グループの代表者が責任をもって国との
連絡調整を行うとともに、入札参加グルー
プの構成者も定期的に国と連携を図り、円
滑かつ迅速な業務を実施すること。
なお、入札参加グループの構成者となっ
た者は、本競争に参加する他の入札参加グ
ループに参加、若しくは単独で入札に参加
することはできない。
ロ代表者は、上記(1)から(3)及び(5)から(9)ま
での全ての要件を満たすこととし、グルー
プ構成者は、上記(1)から(3)及び(5)から(8)ま
での要件を満たすこと。
なお、上記(4)については、「入札参加グ
ループとして、すべてを満たすことで可
とするが、代表者及びグループ構成者は、
それぞれ、少なくとも1以上の「入札参加
資格を有していること。

14委託業者の決定方法等
委託業者は、上記11の提案書及び上記13の入
札書を提出した者のうち総合評価点の最も高い
値の者とする。
なお、本調達は、価格と価格以外の要素を総
合的に評価して落札者を決定する総合評価落札
方式で行うものとする。
15提案書及び入札書の無効
本公告、実施要項及び入札説明書に示した入
札の参加に必要な資格を有しない者の提案書及
び入札書は無効とする。
16契約書作成の要否

The estimated quantity of the services to
be rendered duriod
shall be separately the par-
ticipants of the tender briefing session as
described in Section 8 below. (Including per-
sons briefed from time to time.) This quan-
tity an estimate and is subject to
increase/decrease depending on the con-
venience of the government.
5 Method of tendering
A tender shall be submitted based on the
total amount calculated by multiplying the
unit price per service by the estimated
quantity of contracted services.
For the awarding of tender, the contract
price shall be the amount calculated by add-
ing to the amount specified in the tender
sheet the amount equivalent to 10% of such
amount (any fraction less than 1 yen shall
be rounded off). A tender participant, whet-
her it is axable business entity or tax-
exempted business entity for consumption
tax local consumption tax, is red
to state the amount equivalent to 100/110
of the estimated contract amount in its
tender sheet
A tender participant may not replace,
change or revoke its tender sheet already
submitted
6Qualifications required for tender par-
ticipants
(1) A supplier who does not fall under Ar-
ticle 70 of the Cabinet Order concerning
Budget, Auditing Accounting (Im-
perial Ordinance No. 165 of 1947). Furt-
hermore, a minor, a person under cu-
ratorship or a person under assistance
who has obtained the consent necessary
for concluding the contract falls under
the case of special reasons within said
clause.
(2) A supplier who does not fall under Ar-
ticle 71 of the Cabinet Order concerning
the Budget, Auditing and Accounting.
(3) supplier who has filed a petion
for the commencement of reorganization
procedures under the Corporate Re-
organization Act (Act No. 154 of 2002), or
one who has not filed a petition for com-
mencement of rehabilitation procedures
under the Civil Rehabilitation Act (Act
No. 225 of 1999). (Excluding a supplier
who has filed a petition for commence-
ment of reorganization procedures under
the Corporate Reorganization Act or a
supplier who has filed a petition for com-
mencement of rehabilitation procedures
under the Civil Rehabilitation Act, and
who has obtained a recertification of qua-
lification for participation in the tender-
ing procedures after the time of issuance
of the decision of commencement of pro-
cedures).
(4) A supplier qualified under the qualifi-
cation for participating in tenders (single
qualification for every ministry and agen-
cy or the qualification for participating in
tenders related to the Ministry of Fi-
nance) for the area where the tendering
procedure is to take place, or a supplier
who does not meet such qualification but
who, to the deadline of submission
of a tender sheet, received a tender par-
ticipation qualification examination and
was registered qualified
tender participants. shall sub-
mit a copy of the "notice of results of qua-
lification examination" no later than the
deadline for submission of a tender sheet.
A tender by a supplier qualified under
the "single qualification for every minis-
try and agency" is accepted at the time
and place specified in the "Notice con-
cerning par-
ticipants" dated March 31, 2025. A tender
by qualified under the "qualifi-
cation for participating in tenders related
to the Ministry of Finance" is accepted at
the time place Kanto
Local Finance Bureau website.
A supplier shall of the qualifi-
cations items items in items (i) through
(xiii) below, in accordance withe types
of services as set forth respectively in the
specification sheets.
(i) case of a suppliers
"monitoring services," such supplier
shall have Grade A or B for the classi-
fication of "garden works" or Grade A,
B, C or D for the classification of "gen-
eral civil works" as provided for in the
qualification for participating in ten-
ders by organizations in the Kanto area
related to the Ministry of Finance in
the fiscal years 2025 and 2026, or Grade
A, B, or C for the classification of "pro-
vision of services, etc." as provided for
in the qualification for participating in
tenders by organizations related to the
Ministry of Finance (single qualifica-
tion for every ministry and agency) in
the fiscal years 2025, 2026 and 2027, and
be eligible to participate in tendering
procedures in Kanto Koshinetsu
area.
() In the case of a supplier who renders
"mowing and maintenance services,
such supplier shall have Grade A or B
for the classification of "garden works"
or Grade A, B or C for the classifica-
tion of "general civil works" as pro-
vided for in the qualification for par-
ticipating in tenders by organizations
in the Kanto area related to the Minis-
try of Finance in the fiscal years 2025
and 2026, or shall have Grade A, B or C
for the classification of "provision of
services, etc." as provided for in the
qualification for participating in ten-
ders by organizations related to the Mi-
nistry of Finance (single qualification
for every ministry and agency) in the
fiscal years 2025, 2026 and 2027, and be
eligible to participate in tendering pro-
cedures in the Kanto Koshinetsu area.
() In the case of a supplier who renders
"herbicide application services," such
supplier shall have Grade A or B for
the classification of works" orks" or
Grade A, B or C for the classification
of "general civil works" as provided for
in the qualification for participating in
tenders by organizations in the Kanto
area related to the Ministry of Finance
in the fiscal years 2025 and 2026, or
shall have Grade A, B or C for the clas-
sification of "provision of services, etc.'
as provided for in the qualification for
participating in tenders by organiza-
tions related to the Ministry of Finance
(single qualification for every ministry
and agency) in the fiscal years 2025,
2026 and be eligible eligible to par-
ticipate in tendering procedures in the
Kanto Koshinetsu area.
(iv) In the of a suppliers
"services of laying weed-preventing
sheets and fence sheets", such supplier
shall have Grade A or B for the classi-
fication of "garden works" or Grade A
B, C or D for the classification of "gen-
eral civil works" as provided for in the
qualification for participating in ten-
ders by organizations in the Kanto area
related to the Ministry of Finance in
the fiscal years 2025 and 2026, or shall
have Grade A, B or C for the classifica-
tion of "provision of services, etc." as
provided for in the qualification for
participating in tenders by organiza-
tions related to the Ministry of Finance
(single qualification for every ministry
and agency) in the fiscal years 2025,
2026 and2027, and be eligible to par-
ticipate in tendering procedures in the
Kanto Koshinetsu area.
