当該導入に関して資料等の提供を招請します。

(5)調達に必要とされる基本的な要求要件
A新システムは、従来従属関係にあった診
療系・看護系・医事系の3要素を対等な関係
において統合し、本院の診療業務を総合的
に支援しつつ、地域完結型医療に寄与し,
患者の安全、安心を確保したリスク管理機
能、アウトカムマネジメント、業務効率化
などの病院運営管理機能を有し、病院業務
を円滑に運営・監理できること。
B新システムは、全体として診療情報の開
示やリスク要因の解析、外部評価などに必
要な機能を有し、医療情報システムの安
全管理に関するガイドライン(第6,0版)
を満たすこと。
C新システムは、コアシステム、部門系シ
ステム、病診連携・患者サービス系システ
ム、共通基盤系システムから構成されるこ

D新システムの各端末は、操作性の統一を
図り、快適な作業環境を提供すること。ま
た、新システム内の各機能および本調達内
外のサブシステムの間は相互に連携して
データの有効利用を図り、冗長な入力を避
けること。
E新システムは、現有システムに接続し運
用している各部門のサブシステムおよび医
療機器等と院内ネットワークにて接続して
利用できること。
F新システムは、実用に耐えうるレスポン
スを保ち、いわゆる24時間365日連続・無停
止稼動が可能な性能を有すること。
G新システムは、充分なセキュリティ管理
機能および障害対策機能を備えること。ま
た、新システム全体の保守管理体制を有し、
保守サービスを迅速に提供すること。
H新システム上で運用上必要となる技術情
報を提供し、必要に応じて本学職員への教
育訓練を行うこと。
I現有病院情報システムに蓄積された診療
情報等のデータおよびマスタを新システム
上に移行し利用可能とすること。また、今
後、新システムから他システムへのデータ
移行の必要が生じた場合には、そのために
必要となる情報を提供すること。また、本
学が認めた第三者がこれを移行作業に利用
することを認めること。
2資料及びコメントの提供方法上記1(2)の物
品に関する一般的な参考資料及び同(5)の要求要
件等に関するコメント並びに提供可能なライプ
ラリーに関する資料等の提供を招請する。

3説明書の交付本公表に基づき応募する供給
者に対して導入説明書を交付する。

4説明会の開催本公表に基づく導入説明会を

5その他この導入計画の詳細は導入説明書に
よる。なお、本公表内容は予定であり、変更す
ることがあり得る。
6 Summary
(1) Classification of the products to be pro-

(4)Basic requirements of the procurement:
A The system must equally integrate the
clinical information system, the nursing
information system and the accounting
system that used be unequally unified in
our hospital, for the purpose of contribu-
tion to the community medicineand of the
effective administration of our business
in terms of the comprehensive assistance
for our clinical service, with various hos-
pital management functions, i.e. risk ma-
nagement functions for patient safety/
security and outcome management func-
tions like financial analyses or care pro-
cess evaluations.
B The system must have the functions
required for the disclosure of medical rec-
ords, for the analysis of medical risk-
factors for the appraisal by a third party,
and satisfy "Guidelines on Safety Man-
agement of Medical Information System
(6th Edition)" by the Ministry of Health,
Labor and Welfare in 2017.
C The system must consist of the core
system, the departmental system, the liai-
son/ patient service system and common
infrastructure system.
D To reduce the user's workload,(1)
the usability of client terminals in the sys-
tem must be unifor mly managed with
high-order man machine interfaces; (2)
the redundant data input by the user must
be avoided by the effective liaison be-
tween each function of the system and
the existent subsystem
E The existent subsystems and medical
equipment must work as they do in our
current environment by being connected
to the system through the current net-
work.
F The system must demonstrate a "con-
secutive24-hour-365-day" availability
with a reliable and appropriate perfor-
mance
G The have competent
functions for the security administration
and for the trouble prevention. Compre-
hensive framework for the system main-
tenance must be demonstrated to provide
the immediate maintenance/recovery
service.
H Technical information or specialized
knowledge for handling the system must
be provided with the users through prop-
er instructions
I All clinical and administrative data
stored in the current hospital information
system must be transferred converted to
and be available through the new system
The technical information for transfer-
ring the data in the new system to other
system must be provided with our hospi-
tal in case of necessity.
Our hospital must be granted permission
to give the information to a third party,
limiting its use to the data convention
