(6)入札方法入札金額は各社において設定す
る契約電力に対する単価(kW単価、同一月
においては、単一のものとする。)及び使用電
力量に対する単価(kWh単価、同一月にお
いては、単一のものとする。)を根拠(小数点
以下を含むことができる。)とし、あらかじめ
本センターが別途提示する月ごとの予定契約
電力及び予定使用電力量に従って計算した総
価を記載すること。なお、落札決定に当たっ
ては、入札書に記載された金額に当該金額の
10パーセントに相当する額を加算した金額を
もって落札価格とするので、入札者は、消費
税及び地方消費税に係る課税事業者であるか
免税事業者であるかを問わず、見積もった契
約金額の110分の100に相当する金額を入札書
に記載すること。
2競争参加資格
(1)大学共同利用機関法人人間文化研究機構契
約事務取扱規則第5条及び第6条の規定に該
当しない者であること。なお、未成年者、被
保佐人又は被補助人であって、契約締結のた
めに必要な同意を得ている者は、同条中、特
別の理由がある場合に該当する。
(2)国の競争参加資格(全省庁統一資格)にお
いて令和7年度に近畿地域の「物品の販売」
のA、B又はC等級に格付けされている者で
あること。
(3)電気事業法第2条の2の規定に基づき小売
電気事業の登録を受けている者であること。
(4)省CO2化の要素を考慮する観点から、入
札説明書に記載する基準を満たす者であるこ
と。
(5)大学共同利用機関法人人間文化研究機構長
から取引停止の措置を受けている期間中の者
でないこと。

類に関し説明を求められた場合は、それに応
じなければならない。

納入できると国際日本文化研究センター契約
責任者が判断した入札者であって、大学共同
利用機関法人人間文化研究機構契約事務取扱
規則第13条の規定に基づいて作成された予定
価格の制限の範囲内で最低価格をもって有効
な入札を行った入札者を落札者とする。
