次のとおり一般競争入札に付します。

(6)入札方法落札者の決定は、最低価格落札
方式をもって行う。なお、落札決定に当たっ
ては、入札書に記載された金額に当該金額の
10パーセントに相当する額を加算した金額を
もって落札価格とするので、入札者は、消費
税及び地方消費税に係る課税事業者であるか
免税事業者であるかを問わず、見積もった契
約金額の110分の100に相当する金額を入札書
に記載すること。
2競争参加資格
(1)国の競争参加資格(全省庁統一資格)にお
いて令和7年度に近畿地域の「役務の提供」
のA、B又はC等級に格付けされている者で
あること。
(2)大学共同利用機関法人人間文化研究機構契
約事務取扱規則第5条の規定に該当しない者
であること。なお、未成年者、被保佐人又は
被補助人であって、契約締結のために必要な
同意を得ている者は、同条中、特別の理由が
ある場合に該当する。
(3)大学共同利用機関法人人間文化研究機構契
約事務取扱規則第6条の規定に該当しない者
であること。
(4)本公告に示した役務を大学共同利用機関法
人人間文化研究機構長が指定する期間に十分
に履行することができることを証明した者で
あること。
(5)迅速なアフターサービス・メンテナンスの
体制が整備されていることを証明した者であ
ること。
(6)公正性かつ無差別性が確保されている場合
を除き、本件調達の仕様の策定に直接関与し
ていない者であること。
(7)大学共同利用機関法人人間文化研究機構長
から取引停止の措置を受けている期間中の者
でないこと。

(1)契約手続において使用する言語及び通貨

(2)入札保証金及び契約保証金免除。
(3)入札者に要求される事項この一般競争に
参加を希望する者は、封印した入札書に本公
告に示した役務を履行できることを証明する
書類を添付して入札書の受領期限までに提出
しなければならない。入札者は、開札日の前
日までの間において、国際日本文化研究セン
ター契約責任者から当該書類に関し説明を求
められた場合は、それに応じなければならな
い。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書、その他入札説明書による。
(5)契約書作成の要否要。
(6)落札者の決定方法本公告に示した役務を
履行できると国際日本文化研究センター契約
責任者が判断した入札者であって、大学共同
利用機関法人人間文化研究機構契約事務取扱
規則第13条の規定に基づいて作成された予定
価格の制限の範囲内で、大学共同利用機関法
人人間文化研究機構長が入札説明書で指定す
る性能、機能、技術等(以下「性能等」とい
う。)のうち、必須とした項目の最低限の要求
要件をすべて満たしている性能等を提案した
入札者の中から、最低価格をもって有効な入
札を行った入札者を落札者とする。
(7)手続における交渉の有無無。
(8)その他詳細は、入札説明書による。なお、
入札説明書等で当該調達に関する環境上の条
件を定めた調達であると示されている場合
は、十分理解した上で応札すること。
5 Summary

tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
A Have the Grade A, Grade B or Grade C
qualification during fiscal 2025 in provi-
sion of services for participating in ten-
ders by Single qualification for every mi-
nistry and agency.
B Not come under Article 5 of the Regu-
lation concerning the Contract for Inter-
University Research Institute Corpora-
tion National Institutes for the Human-
ities. Furthermore, minors, Person under
Conservatorship or Person under Assis-
tance that obtained the consent necessary
for concluding a contract may be appli-
cable under cases of special reasons with-
in the said clause.
C Not come under Article 6 of the Regu-
lation concerning the Contract for Inter-
University Research Institute Corpora-
tion National Institutes for the Human-
ities.
D Prove to have the ability to perform
the services, required by this notice, with-
in the period and at the place specified by
the Obligating Officer
E Prove to have prepared a system to
provide rapid after-sale service and main-
tenance for the procured services.
F Not be directly involved in the specifi-
cation drafting of this procurement, ex-
cept in cases where fairness and non-
discrimination are ensured.
G Not be currently under a suspension of
business order as instructed by Director
General of National Institutes for the Hu-
manities.
