(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除
(3)競争参加資格の確認のため入札者に要求さ
れる事項本調達案件の入札に参加を希望す
る者は、分任支出負担行為担当官の交付する
入札説明書に基づく申請書等を上記3(3)に示
す提出期限までに上記3(1)に示す場所に提出
しなければならない。また、開札日の前日ま
での間において申請書等の内容に関する分任
支出負担行為担当官からの照会があった場合
には、説明しなければならない。
なお、上記2(2)に掲げる一般競争(指名競
争)参加資格(全省庁統一資格)を有してい
ない者も申請書等を提出することができる
が、競争に参加するためには、開札までに当
該資格の認定を受け、且つ競争参加資格の確
認を受けていなければならない。
(4)落札対象申請書等は、分任支出負担行為
担当官において競争参加資格が確認された入
札書のみを落札対象とする。
(5)入札の無効競争に参加する資格を有しな
い者、入札に関する条件に違反した者及び入
札者に求められる義務を履行しなかった者の
した入札は無効とする。
(6)契約書作成の要否要
(7)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った者を落札者とする。また、原則とし
て、当該入札の執行において入札執行回数は
2回を限度とする。なお、当該入札回数まで
に落札者が決定しない場合は、原則として予
算決算及び会計令第99条の2の規定に基づく
随意契約には移行しない。

③not have failed a petition for the com-
mencement of reorganization procee-
dings under the Re-
organization Act or the commencement
of rehabilitation proceedings under the
Civil Rehabilitation Act (except those
who have done the procedure of re-
application under the notification of the
competing participation qualification)
④ not be under suspension of nomination
by Director General of Kyusyu Regional
Development Bureau from time-limit for
the tender to Bid Opening
⑤ not be the person that a gangster influ-
ences management substantially or the
person who has exclusion request from
Ministry of Land, Infrastructure, Trans-
port and Tourism is continuing state con-
cerned
⑥when an application is submitted as a
business cooperative association, its
