(6)入札方法落札決定に当たっては、入札書

で、入札者は、消費税に係る課税事業者であ
るか免税事業者であるかを問わず、見積もっ
た契約金額の110分の100に相当する金額を入

2競争参加資格
(1)独立行政法人国民生活センター会計規程細
則第14条の規定に基づき、当該契約を締結す
る能力を有しない者及び破産者で復権を得な
い者に該当しない者であること。なお、未成
年者、被保佐人又は被補助人であって、契約
締結のために必要な同意を得ている者は、同
条中、特別の理由がある場合に該当する。
(2)独立行政法人国民生活センター会計規程細
則第15条の規定に該当しない者であること,
(3)令和7・8・9年度内閣府競争参加資格
(全省庁統一資格)において、「役務の提供等
で「A」、「B」又は「C」等級に格付けされ
た競争参加資格を有する者、又は当該競争参
加資格を有していない者で入札書の受領期限
までに競争参加資格審査を受け、競争参加資
格者名簿に登載された者であること
(4)その他入札説明書等に記載した条件を満た

(6)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① Not come under Article 14 of the
NCAC's accounting regulation detailed
rules. Furthermore, minors, Person under
conservatorship or person under assis-
tance that obtained the consent necessary
for concluding a contract may be appli-
cable under cases of special reasons with-
in the said clause
② Not come under Article 15 of the
NCAC's accounting regulation detailed
rules.
③ Have Grade A, B or C in "Offer of ser-
vice" in terms of the qualification for par-
ticipating in tenders laid down by the Ca-
binet Office (Single qualification for
every ministry and agency) in the fiscal
years 2025, 2026 and 2027
④ Satisfies criteria in the tender do
