(7)落札者の決定方法総合評価落札方式とす
る。
本公告4(3)に従い書類・資料を添付して入
札書及び総合評価の性能等に関する書類を提
出した入札者であって、本公告2の競争参加
資格を全て満たし、当該入札者の入札価格が
予算決算及び会計令第79条の規定に基づいて
作成された予定価格の制限の範囲内であり、
かつ当該入札者の申込みに係る性能等の各評
価項目の得点の合計を当該入札者の入札価格
で除して得た数値の最も高いものをもって落
札者とする。
ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適
合した履行がなされない恐れがあると認めら
れるとき、又はその者と契約を締結すること
が公正な取引の秩序を乱すこととなる恐れが
あって著しく不適当であると認められるとき
は、予定価格の制限の範囲内の価格をもって
入札した他の者のうち性能等の各評価項目の
得点の合計を当該入札者の入札価格を除して
得た数値の最も高い者を落札者とすることが
ある。
(8)上記2(2)に掲げる一般競争(指名競争)参
加資格(全省庁統一資格)を有していない者
も上記4(3)により申請書を提出することがで
きるが、競争に参加するためには、開札まで
に当該資格の認定を受け、且つ競争参加資格
の確認を受けていなければならない。

の期間に、四国地方整備局長から指名停止を
受けていないこと。

制限の範囲内で最低価格をもって有効な入札

ない者の参加上記2(3)に掲げる国土交通省
競争参加資格(全省庁統一資格)の認定を受
けていない者も、上記3(3)及び(4)により証明
書等及び入札書を提出することができるが、
競争に参加するためには、開札の時において、
当該資格の認定を受け、かつ競争参加資格の
