(6)入札方法落札者の決定は、総合評価落札
方式をもって行うので、入札に際し総合評価
のための書類を提出すること。また、入札金
額は、総額を記載すること。なお、落札決定
に当たっては、入札書に記載された金額に当
該金額の100分の10に相当する額を加算した
金額(当該金額に1円未満の端数があるとき
は、その端数金額を切り捨てた金額とする。)
をもって落札価格とするので、入札者は、消
費税及び地方消費税に係る課税事業者である
か免税事業者であるかを問わず、見積もった
契約希望金額の110分の100に相当する金額を
入札書に記載すること。
2競争参加資格
(1)独立行政法人都市再生機構会計実施細則
(平成16年独立行政法人都市再生機構達第95
号)第331条及び第332条の規定に該当する者
でないこと。
(2)競争参加資格申請書等の受領期限の日から
開札の時までの期間に、当機構から本件借入
場所を含む区域を措置対象区域とする指名停
止を受けている者でないこと。
(3)暴力団又は暴力団員が実質的に経営を支配
する者若しくはこれに準ずる者でないこと
(4)令和7・8年度独立行政法人都市再生機構
東日本地区物品購入等の契約に係る競争参加
資格審査において、開札時までに業種区分「役
務提供」の資格を有すると認定された者であ
ること。
(5)当機構が発注した以下の業務の受注者及び
その者の「財務諸表等の用語、様式及び作成
方法に関する規則(昭和38年大蔵省令第59
号)第8条に規定する親会社及び子会社、同
一の親会社を持つ会社並びに以下の業務の委
託先事業者でないこと.

27001:2023に基づく情報セキュリティマネ
ジメントシステム(ISMS)適合性評価制
度の認証を受けていること、又はプライバ
シーマーク制度の認証によりプライバシー
マーク使用許諾を受けていること。
(9)本業務の履行に関し、次の要件を全て満た
す本業務の総括責任者を1名配置すること。
・情報処理に係るプログラムマネジメント支
援※1の経験を5年以上有すること。
・次のいずれかの資格等を有すること。
・情報処理の促進に関する法律(昭和45年5
月22日法律第90号)に基づき実施された情
報処理技術者試験のうち、プロジェクトマ
ネージャ試験(PM)合格者
・プロジェクトマネジメント協会(PMI)
の認定するプロジェクトマネジメント・プ
ロフェッショナル(PMP)
(10)本業務の履行に関し、次の要件を全て満た
す本業務の実施責任者を1名配置すること。
・情報処理に係るプログラムマネジメント支
援※1の経験を3年以上有すること。
・OAシステムに係るプログラムマネジメン
ト支援※2の経験を1年以上有すること。
・OAシステムに係る構想策定等支援※3の
経験を1年以上有すること。
また、実施責任者を補佐する者を配置する
場合は、次の要件を全て満たすこと。
・情報処理に係るプログラムマネジメント支
援※1の経験を1年以上有すること。
・OAシステムに係るプログラムマネジメン
ト支援※2の経験を1年以上有すること。
・OAシステムに係る構想策定等支援※3の
経験を1年以上有すること。
なお、実施責任者若しくは実施責任者を補
佐する者は本業務の専任とすること。

(1)契約手続きにおいて使用する言語及び通貨

(3)入札者に要求される事項この一般競争に
参加を希望する者は、入札説明書に示す競争
参加資格を有することを証明する書類を競争
参加資格確認申請書の受領期限までに提出
し、総合評価のための書類と封印した入札書
を入札書の提出期限までに提出しなければな
らない。また、開札日の前日までの間におい
て、当機構から当該書類に関し説明を求めら
れた場合は、それに応じなければならない。
なお、入札者の提出した書類は、当機構にお
いて審査を行うものとし、採用し得ると判断
した入札書のみを落札対象とする。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書及び入札者に求め
られる義務を履行しなかった者の提出した入
札書は無効とする。

(6)落札者の決定方法独立行政法人都市再生
機構会計規程(平成16年独立行政法人都市再
生機構規程第4号)第52条の規定に基づいて
作成された予定価格の制限の範囲内の入札金
額を提示した入札者であって、入札説明書で
指定する性能等の要求要件のうち必須とした
項目について基準を全て満たしている入札者
の中から、入札説明書で定める総合評価の方
法をもって落札者を決定する。

• Certified as Management
Professional (PMP) by the Project Ma-
nagement Institute (PMI).

Implementation Manager for the execu-
tion of this work, who must meet all of
the following requirements :
• Have at least three years of experience
in program management support re-
lated to information processing.
• Have at least one year of experience in
program management support related
to office automation (OA) systems. If
an assistant to the Implementation Ma-
nager is assigned, the assistant must
meet all of the following requirements :
• Have at least one year of experience in
program management support related
to information processing.
• Have at least one year of experience in
program management support related
to OA systems.
• Have at least one year of experience in
planning, requirements definition, and
procurement support for OA systems
provided to national government agen-
cies, local governments, or independent
administrative institutions with more
than 8,000 users. (OA systems refer to
systems that provide terminals, group-
ware, networks, etc., for use by general
staff, such as Government Solution Ser-
vices (GSS).)
The Implementation Manager and/
or the assistant must be exclusively as-
signed to this work.
