(3)競争参加資格確認申請書(以下「申請書」

料」という。)の提出期限の日から開札の時ま
での期間に、機構から本件の需要場所を含む
区域を措置対象区域とする指名停止を受けて
いないこと。
(4)暴力団又は暴力団員が実質的に経営を支配
する者又はこれに準ずる者でないこと。
(5)電気事業法(昭和39年法律第170号)第2
条の2の規定に基づき小売電気事業における
経済産業大臣の登録を受けている者であるこ
と。
(6)二酸化炭素排出係数、未利用エネルギー活
用状況、再生可能エネルギー導入状況、グリー
ン電力証書の譲渡及び需要家への省エネル
ギー・節電に関する情報提供の取組に関し、
入札説明書に記載する基準を満たすこと。

(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項この競争に参加
を希望する者は、封かんした入札書のほかに
必要な証明書等を指定された提出期限までに
提出しなければならない。また、開札日の前
日までの間において必要な証明書等の内容に
関する契約担当役からの照会があった場合に
は、説明しなければならない。
(4)入札の無効競争に参加する資格を有しな
い者のした入札及び入札の条件に違反した入
札は無効とする。

(6)落札者の決定方法発注者であらかじめ作
成した予定価格の制限の範囲内で最低の価格
をもって入札した者を落札者とする。落札者
となるべき者が2者以上あるときは、くじ号
きにより落札者を1者決定する.

about an action of carbon dioxide em-
issions coefficient, the utilization situa-
tion of the unused energy, the introduc-
tion situation of the renewable energy,
the transfer of the green electricity paper
and the reporting about energy saving.
