次のとおり一般競争入札に付します。

1調達内容
(1)品目分類番号26
(2)購入等件名及び数量X線手荷物検査機の
購入等一式
(3)調達件名の特質等入札説明書による。
(4)納入期限令和8年3月31日
(5)納入場所入札説明書による。
(6)入札方法、落札決定に当たっては、入札書
に記載された金額に、当該金額の10%に相当
する額を加算した金額(当該金額に1円未満
の端数があるときは、その端数金額を切り捨
てた金額)をもって落札価格とするので、入
札者は、消費税及び地方消費税に係る課税事
業者であるか免税事業者であるかを問わず、
見積もった契約金額の110分の100に相当する
金額を入札書に記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)次のいずれかに該当する者であること。
①令和07・08・09年度最高裁判所競争参加
資格(全省庁統一資格)の「物品の販売
において、A等級に格付けされ、関東・甲
信越地域の競争参加資格を有する者である
こと。
②中小企業・小規模事業者(官公需につい
ての中小企業者の受注の確保に関する法律
第2条に規定する中小企業者をいう。)であ
り、令和07・08・09年度最高裁判所競争参
加資格(全省庁統一資格)の「物品の販売」
において、B又はC等級に格付けされ、関
東・甲信越地域の競争参加資格を有する者
で、本入札公告のX線手荷物検査機の購入
等契約と同等以上の実績を証明できる者で
あること。
(4)上記2(3)の資格の申請の時期及び場所は、
全省庁統一資格申請の方法による。
(5)開札時において、最高裁判所から指名の対
象外とすることを定める措置を受けていない
こと。
(6)その他予算決算及び会計令第73条の規定に
基づき、支出負担行為担当官が定める資格を
有する者であること。
3電子調達システムの利用
本件は、入札手続を電子調達システムで行う
対象案件である。ただし、電子入札によりがた
い者は、事前に承諾を得て紙入札方式に代える
ことができる。

(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る.
(2)入札保証金及び契約保証金免除。
(3)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書、その他入札の条件に違反した者の提出し
た入札書は無効とする。
(4)契約書作成の要否要。
(5)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った入札者を落札者とする。

ding procedures: Suppliers eligible for par-
ticipating in the proposed bid are those who
shall: ①not apply to Article 70 of the Cabi-
net Order concerning the Budget, Auditing,
and Accounting (however, minors, persons
under curatorship, or persons under assis-
tance who obtained the consent necessary
for concluding a contract may be applicable
to the status of special reasons within the
said article);②not apply to Article 71 of
the above-mentioned Cabinet Order;③(a)
have Grade A in Selling classification in
terms of the qualification for participating
in bids required by the Supreme Court (sing-
le qualification for every ministry and
agency) in the fiscal years 2025, 2026 and
2027 and meet the qualification for partici-
pating in bids within Kanto-Koshinetsu re-
gion, or (b)have Grade B or C in Selling
classification, meet the said qualification,
and be able to prove the record of experi-
ence of equivalent or superior sale contract
of X-ray baggage inspection machines to
the case this notice, limited to small and
medium-sized enterprises/ small businesses
(referring to Article 2 of Act on Ensuring
the Receipt of Orders from the Government
and Other Public Agencies by Small and
Medium-sized Enterprise);④The time and
place of Application for the qualification of
③ shall be in the manner of application for
single qualification for every ministry and
agency;⑤have not received suspension of
designated contractor status from the Su-
preme Court at the time of the opening of
bids ; and ⑥meet the qualification require-
ment which the obligated officer may spec-
ify in accordance with Article 73 of the
above-mentioned Cabinet Order
