次のとおり一般競争入札に付します。

(6)入札方法落札決定に当たっては、入札書
に記載された金額に当該金額の100分の10に
相当する額を加算した金額(当該金額に1円
未満の端数があるときは、その端数金額を切
り捨てた金額とする。)をもって落札価格とす
るので、入札者は消費税及び地方消費税に係
る課税事業者であるか免税事業者であるかを
問わず、見積もった契約希望金額の110分の
100に相当する金額を入札書に記載すること。
2競争参加資格
(1)国立研究開発法人建築研究所契約業務取扱
規程第5条に該当しない者であること。
(2)令和07・08・09年度の一般競争(指名競争)
参加資格(全省庁統一資格)「物品の製造」、「物
品の販売」又は「役務の提供等」のいずれか
の関東・甲信越地域の競争参加資格を有する
者であること。
(3)会社更生法に基づき更生手続き開始の申立
がなされている者又は民事再生法に基づき再
生手続き開始の申立がなされている者でない
こと。
(4)申請書及び資料の提出期限の日から開札の
日までの期間に、国立研究開発法人建築研究
所理事長又は国土交通省国土技術政策総合研
究所長から指名停止を受けていないこと。
(5)警察当局から、暴力団員が実質的に経営を
支配する者又はこれに準ずるものとして、国
土交通省公共事業等からの排除要請があり、
当該状態が継続している者でないこと。
(6)本業務を実施する部門において、下記の認
証等を取得していること。
(ア)ISO9001の登録認証
(イ)プライバシーマークの付与又はISMS
27001の登録認証
(7)過去5年以内に本業務と同等規模のシステ
ム構築、運用、開発、ネットワーク構築のい
ずれかの業務、またはこれらと同等であると
発注者が認める業務を請け負った実績がある

(8)選定機器等について予め当所に機器等リス
トを提出し、当所がサプライチェーン・リス
クに係る懸念が払拭されないと判断した場合
には、代替品選定やリスク低減対策等、当所
と迅速かつ密接に連携し選定機器の見直しを
図ることが可能な者であること。
(9)本公告に示した借入物品を、第三者を介し
て貸し付けようとする者にあっては、当該借
入物品を自ら貸し付けできる能力を有すると
ともに第三者を介して貸し付けできる能力を
有することを証明した者であること。

(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る.
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項
①この競争に参加を希望する者は、必要な
申請書及び資料を所定の提出期限までに上
記3(1)に示す場所に提出しなければならな
い。
②開札の前日までの間において必要な申請
書及び資料の内容に関する契約職からの照
会があった場合には、説明しなければなら
ない。
(4)入札の無効競争に参加する資格のない者
のした入札及び入札の条件に違反した入札は
無効とする。
(5)落札者の決定方法国立研究開発法人建築
研究所契約業務取扱規程第26条の規定に基づ
いて作成された予定価格の制限の範囲内で、
最低価格をもって有効な入札を行った者を落
札者とする。ただし、落札者となるべき者の
入札価格によっては、その者により当該契約
の内容に適合した履行がなされないおそれが
あると認められるとき、又はその者と契約を
締結することが公正な取引の秩序を乱すこと
となるおそれがあって著しく不適当であると
認められるときは、予定価格の制限の範囲内
の価格をもって入札した他の者のうち最低価
格をもって入札した者を落札者とすることが
ある。

(6)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①not come under Article 5 of the Regula-
tion concerning Contract Affairs of Buil-
ding Research Institute. This shall not ap-
ply to minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for conlud-
ing a contract
② have qualification in "Manufacturing
of products", "Sale of product" or "Provi-
sion of services" for participating in ten-
ders (Single qualification for every minis-
try and FY2026 and
FY2027 in Kanto Koushinetsu area.
③a supplier who has given a request to
commence a reorganization procedure
based on the Corporate Reorganization
Act, or who has given a request to com-
mence a reorganization procedure based
on the Civil Rehabilitation Act, cannot
participate in this tendering procedure.
④ not be under suspension of nomination
by President of the Building Research In-
stitute or Director General of National
Institute for Land and Infrastructure Ma-
nagement from Timelimit for the tender
to Bid Opening.
⑤ not under a condition which a police
have requested elimination from a public
undertaking of Ministry Land, Infrast-
ructure, and Transport, as related to or-
ganized crime groups, which substantial-
ly take over its management or which is
equivalent to this condition
⑥In the department implementing this
business, the following certifications
must be obtained. (1) ISO 9001 registra-
tion certification(2) Privacy Mark cer-
tification or ISMS 27001 registration cer-
tification.
⑦It is required to have a track record of
undertaking any of the following services
within the past five years: system con-
struction, operation, development, or net-
work construction of a scale equivalent
to this business, or services recognized by
the ordering party as equivalent to these.
8 Regarding the selected equipment,
please submit a list of equipment to our
office in advance. If we determine that
concerns regarding supply chain risks are
not alleviated, it must be someone ca-
pable of promptly and closely coordinat-
ing with us to consider alternative selec-
tions and risk mitigation measures, and
to review the selected equipment
