(3)入札者に要求される事項
①この一般競争入札に参加を希望する者
(以下「入札希望者」という。)は、入札書、
総合評価のための書類及びその他必要な書
類を受領期限までに提出すること。なお,
開札日の前日までの間において、支出負担
行為担当官等から当該書類に関し説明を求
められた場合には、それに応じなければな
らない。
②入札希望者は、入札書の提出時に指名停
止を受けていない及び暴力団等に該当しな
い旨の誓約書を提出しなければならない。
③総合評価のための書類及びその他必要な
書類は外務省において技術審査するものと
し、審査の結果、採用し得ると判断したも
のを入札の対象とする。
(4)入札の無効本公告に示した競争参加資格
のない者による入札、入札者に求められる義
務を履行しなかった者による入札及び入札に
関する条件に違反した入札は無効とする。ま
た、上記(3)②の誓約書を提出せず、又は虚偽
の誓約をし、若しくは誓約書に反することと
なったときは、当該者の入札を無効とする。
(5)契約書作成の要否要。
(6)落札者の決定方法本公告に示した業務を
確実に履行できると支出負担行為担当官が判
断した書類を添付して入札書を提出した入札
者のうち、予算決算及び会計令第79条の規定
に基づいて作成された予定価格の制限の範囲
内の入札金額を提示した入札者であって、入
札説明書等で指定する業務の要求要件のう
ち、必須とされた項目の基準を全て満たす提
案をした入札者の中から、入札説明書等で定
める総合評価の方法に基づく計算を行い、得
点の最も高い者を落札者とする。

1電子調達システムの利用
本調達は、「政府電子調達システム」
(https://www.p-portal.go.jp/pps-web-biz/)
を利用した応札、入開札及び契約手続を実施す
るものとする。
なお、電子調達システムによりがたい場合は
紙入札参加届出書を提出し、紙の入札書により
応札することができる。
2調達内容

なお、落札決定にあたっては、入札書に記

の端数があるときは、その端数金額を切り捨
てるものとする。)をもって落札価格とするの
で、入札者は、消費税及び地方消費税に係る
課税事業者であるか免税事業者であるかを問
わず、見積もった金額の110分の100に相当す
る金額を入札書に記載すること。
3競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること,
なお、未成年者、被保佐人又は被補助人で
あって、契約締結のために必要な同意を得て
いる者は、同条中、特別の理由がある場合に
該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8年度財務省関東地区競争参加資
格審査において、業種区分が「造園工事」の
「A」又は「B」等級に格付けされ、又は、
当該競争参加資格を有していない者で、競争
参加申込期限までに競争参加資格審査を受
け、競争参加資格者名簿に登載された者であ
ること。なお、競争参加資格の申請は、「競争
参加者の資格に関する公示」(令和6年10月31
日付官報)に記載されている時期及び場所で
受け付ける.
(4)各省各庁から指名停止等を受けていない者
(分任支出負担行為担当官が特に認める者を
含む。)であること。
(5)関東財務局管内の所属担当官と締結した契
約に関し、契約に違反し、または同担当官が
実施した入札の落札者となりながら、正当な
理由なくして契約を拒み、ないしは入札等業
務に関し不正又は不誠実な行為をし、契約の
相手方として不適当であると認められる者で
ないこと。
(6)経営の状況又は信用度が極端に悪化してい
ないと認められる者であり、適正な契約の履
行が確保される者であること。
(7)競争入札に参加するために必要な競争参加
申込書等を下記4(3)の期限までに提出し、そ
の審査に合格した者であること。

のない者の提出した入札書及び入札に関する
条件に違反した入札書は無効とする。

(5)落札者の決定方法
①予算決算及び会計令第79条の規定に基づ
いて作成された予定価格の制限の範囲内で
最低の価格をもって有効な入札を行った者
を落札者とする。
ただし、予算決算及び会計令第85条によ
る基準を適用するので入札執行責任者は入
札の結果を保留する場合がある。この場合、
入札参加者は当局の行う事情聴取等の調査
に協力しなければならない。
②次の場合には、予定価格の制限の範囲内
の価格をもって入札した他の者のうち最低
の価格をもって入札した者を落札者とする
ことがある。
イ.上記①のただし書きによる調査の結
果、当該契約の内容に適合した履行がな
されないおそれがあると認められる場
合。
ロ.公正な取引の秩序を乱すこととなるお
それがあって、著しく不適当であると認
められる場合。

ministry or agency (including person spe-
cially qualified by officials in charge of
disbursement of the procuring entity).
⑤Not those who are judged to be in-
appropriate as the other party to a con-
tract on account of having violated any
of the clauses of contract and illegal or
unfair act previously made with an offi-
cial in charge of any of the relevant local
bureaus, or branch bureaus, or divisions,
or offices.
⑥ A supplier whose business situation or
trustworthiness is deemed not to have
significantly deteriorated, and whose
proper performance of a contract can be
guaranteed.

concerned and meet our requirements in
