※政府電子調達(GEPS)を活用した電子
入札・電子契約等、調達事務のデジタル化
の取り組みを推進する観点から、原則とし
て立ち会い方式での開札は実施しない(詳
細は、入札説明書による)。
4電子入札システムの利用
本件は、電子調達システム(政府電子調達(G
EPS))を利用した応札及び入開札手続により
実施するものとする。ただし、紙又は電子メー
ルによる入札書の提出も可とする。詳細につい
ては、入札説明書のとおり。
5その他
(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除.
(3)入札者に要求される事項この一般競争に
参加を希望する者は、入札説明書で示した必
要な書類を令和7年4月22日17時30分までに
提出しなければならない。入札者は、開札日
までの間において、支出負担行為担当官から
当該書類に関し説明を求められた場合は、そ
れに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書及び入札に関する
条件に違反した入札書は無効とする。
(5)契約書作成の要否要。
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った者を落札者とする。
ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適
合した履行がされないおそれがあると認めら
れるとき、又はその者と契約を締結すること
が公正な取引の秩序を乱すこととなるおそれ
があって著しく不適当であると認められると
きは、予定価格の制限の範囲内の価格をもっ
て入札をした他の者のうち、次に有利な入札
を行った者を落札者とすることがある。

6 Summary

(6)Qualifications for participation in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①Not come under Article70 of the
Cabinet Order concerning the Budget,
Auditing and Accounting. Furthermore,
minors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
②Not come under Article 71 of the
Cabinet Order concerning the Budget.
Auditing and Accounting.
③ Grade A, B or C in terms of the
qualifications for participating in tenders
of the Sales of products or offer of
services in the Kanto Koushinetsu area
related to Cabinet Office (Single qualifi-
cation for every ministry and agency) in
the fiscal years 2025, 2026 and 2027
④Not be suspended from transaction by
the request of the officials in charge of
contract.
⑤ A person whose business situation or
trustworthiness is deemed not to have
significantly deteriorated and whose
proper performance of a contract can be
guaranteed.
⑥Submit a document of a system to
prove their ability to supply the system
concerned and meet our requirements in
order to be judged acceptable by the con-
tracting entity ; and provide explanations
on the contents of the above document by
request.
