(6)入札方法落札者の決定は、最低価格落札
方式をもって行う。入札金額は、業務に要す
る一切の費用を含めた額とする。落札決定に
当たっては、入札書に記載された金額に当該
金額の10%に相当する額を加算した金額(当
該金額に1円未満の端数があるときは、その
端数金額を切り捨てるものとする。)をもって
落札価格とするので、入札者は、消費税に係
る課税事業者であるか免税事業者であるかを
問わず、見積った契約金額の110分の100に相
当する金額を入札書に記載すること。
(7)電子調達システムの利用本案件は、証明
書等の提出、入札を電子調達システムで行う
対象案件である。なお、電子入札システムに
よりがたい場合は、紙入札方式参加願を提出
するものとする。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)環境省大臣官房会計課長から指名停止措置
が講じられている期間中の者でないこと。
(4)令和04・05・06年度環境省競争参加資格
(全省庁統一資格)「役務の提供等」の「情報
処理」又は「ソフトウェア開発」において
開札時までに「A」又は「B」級に格付され
ている者であること。ただし、令和07・08・
09年度環境省競争参加資格(全省庁統一資格)
「役務の提供等」の「情報処理」又は「ソフ
トウェア開発」の資格を引き続き取得するこ
