(6)入札方法落札者の決定は、最低価格落札
方式をもって行う。入札金額については、業
務に要する一切の費用を含めた額とする。落
札決定に当たっては、入札書に記載された金
額に当該金額の10%に相当する額を加算した
金額(当該金額に1円未満の端数があるとき
は、その端数金額を切り捨てるものとする。)
をもって落札価格とするので、入札者は、消
費税に係る課税事業者であるか免税事業者で
あるかを問わず、見積った契約金額の110分
の100に相当する金額を入札書に記載するこ
と。
(7)電子入札システムの利用本案件は、証明
書等の提出、入札を電子入札システムで行う
対象案件である。なお、電子入札システムに
依りがたい場合は、紙入札方式参加願を提出
するものとする。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であっても、契約締結のため
に必要な同意を得ている者は、同条中、特別
の理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)環境省大臣官房会計課長から指名停止措置
が講じられている期間中の者でないこと。
(4)令和04・05・06年度又は07・08・09年度環
境省競争参加資格(全省庁統一資格)「役務の
提供等」の「情報処理」又は「その他」にお
いて、開札時までに、「A」、「B」又は「C」
級に格付けされている者であること。
(5)その他予算決算及び会計令第73条の規定に
基づき、支出負担行為担当官が定める資格を
有する者であること。
(6)入札説明書において示す暴力団排除に関す
る誓約事項に誓約できる者であること。

5 Summary

tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① Not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons with in the said clause ;
② Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting ;
③Not be suspended from transactions by
request of the officials in charge of con-
tract:
④ Have Grade A, B or C "Service" (Ser-
vice of kinds of "Information processing"
or "Others") in terms of the qualification
for participating in tenders by the Minis-
try of the Environment (single qualifica-
tion for every ministry and agency) in the
fiscal year 2022, 2023 and 2024 or in the
fiscal year 2025, 2026 and 2027.
