(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① Do not come under Article 70 and Arti-
cle 71 of the Cabinet Order concerning
the Budget, Auditing.
Furthermore, minors, Person under Con-
servatorship or Person under Assistance
that obtained the consent necessary for
concluding a contract may be applicable
under cases of special reasons within the
said clause :
② Have Grade A, B or C in offer of manu-
facture of product or sales of product in
terms of the qualification for participat-
ing in tenders by Economy,
Trade and Industry (Single qualification
for every ministry and agency) in the fis-
cal years 2022, 2023 and 2024
③Are not the subject of (a)an order pro-
hibiting them from receiving subsidies
from the Ministry of Economy, Trade
and Industry (METI); (b)an order prohi-
biting them from concluding contracts
with METI; or (c)an order disqualifying
them from bidding for METI projects
conducted under the "designated bidder'
system.

(6)入札方法入札金額は、本件に関する総価
で行う(事業の実施に必要な経費のほか、最
低賃金の改定等に要する費用を含む。)。
落札者の決定に当たっては、入札書に記載
された金額に消費税率に相当する額を加算し
た金額(当該金額に1円未満の端数が生じた
ときは、その端数金額を切り捨てるものとす
る。)をもって落札価格とするので、入札者は
消費税及び地方消費税に係る課税事業者であ
るか免税事業者であるかを問わず、見積もっ
た当該金額の110分の100に相当する金額を入
札書に記載すること。
2競争参加資格
(1)予算決算及び会計令(以下『予決令』とい
う。)第70条及び第71条の規定に該当しない者
であること。なお、未成年者、被保佐人又は
被補助人であって、契約締結のために必要な
同意を得ている者は、予決令第70条中、特別
の理由がある場合に該当する。
(2)令和4・5・6年度経済産業省競争参加資
格(全省庁統一資格)「役務の提供等の「A」.
「B」又は「C」の等級に格付けされた競争
参加資格を有する者であること。
(3)経済産業省からの補助金交付等停止措置又
は指名停止措置が講じられている者ではない
こと。
(4)過去3年以内に情報管理の不備を理由に経
済産業省との契約を解除されている者ではな
いこと。
