１　調達内容

⑴　品目分類番号　６

⑵　調達件名　「令和７年度　鹿児島労働局リサイクルＰＰＣ用紙購入（単価契約）」

⑶　調達件名の仕様等　入札説明書及び仕様書による。

⑷　履行期間　契約締結日から令和８年３月31日

⑸　履行場所　支出負担行為担当官の指定する場所

⑹　入札方法　入札金額は総価で行う。なお、落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額（当該金額に１円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。

２　競争参加資格

⑴　予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。

⑵　予算決算及び会計令第71条の規定に該当しない者であること。

⑶　令和04・05・06年度厚生労働省競争参加資格（全省庁統一資格）において、九州・沖縄地域で「物品の販売」（営業品目：紙・紙加工品類）の「Ｂ」、「Ｃ」又は「Ｄ」等級に格付けされ、競争参加資格を有する者であること。

⑷　次の各号に掲げる制度が適用される者にあっては、この入札の入札書提出期限の直近２年間に次の（⑤及び⑥については２保険年度）保険料について滞納がないこと。

①厚生年金保険　②健康保険（全国健康保険協会が管掌するもの）　③船員保険　④国民年金　⑤労働者災害補償保険　⑥雇用保険

⑸　資格審査申請書及びその添付書類に虚偽の事実を記載していないと認められる者であること。

⑹　経営の状況又は信用度が極度に悪化していないと認められる者であること。

⑺　商法その他の法令の規定に違反して営業を行った者でないこと。

⑻　厚生労働省から指名停止の措置を受けている期間中の者でないこと。

⑼　過去１年以内に、厚生労働省所管法令違反により行政処分等を受けていないこと。

⑽　当該調達品目等にかかる迅速なアフターサービス・メンテナンスが即日可能な体制が整備され、支出負担行為担当官が指定する日時、場所に納入することができる者であること。

⑵　入札説明書の交付期間及び競争参加資格等確認関係書類の提出期間　令和７年１月29日９時から令和７年３月21日16時まで競争参加資格等確認関係書類を上記期間中に、上記３⑴宛てに提出すること。

※電子メールにて入札説明書の交付を希望する者は、上記３⑴担当者へ連絡を入れること。

⑶　入札書の提出期限　令和７年３月25日15時まで

⑷　入札書の提出方法　入札書の提出にあたっては、原則、政府電子調達システムで行う。なお、政府電子調達システムによりがたい者は、支出負担行為担当官に書面により申し出た場合に限り紙入札方式に変えることができる。紙入札方式を希望する場合、上記３⑴へ上記３⑵の競争参加資格等確認関係書類の提出期間中に、「電子入札案件の紙入札方式での参加について」を提出すること。

⑴　契約手続において使用する言語及び通貨

日本語及び日本国通貨

⑵　入札保証金及び契約保証金　免除

⑶　入札者に要求される事項　この一般競争に参加を希望する者は、競争参加資格等確認関係書類を令和７年３月21日16時までに提出しなければならない。入札者は、契約担当官等から当該書類に関し説明を求められた場合は、これに応じなければならない。応札にいたるまでの諸経費は、応札希望者の負担とする。仮に不落札又は事前に提出すべき確認書類により応札できなかった場合も同様とする。

⑷　入札の無効

①　本公告に示した競争参加資格のない者、入札条件に違反した者又は入札者に求められる義務を履行しなかった者の提出した入札書は無効とする。

②　入札書を受領した場合であって、当該競争参加資格審査が開札日時までに終了しないとき又は資格を有すると認められなかったときは、当該入札書は無効とする。

③　支出負担行為担当官が別に指定する暴力団等に該当しない旨の誓約書を提出せず、又は虚偽の誓約をし、若しくは誓約書に反することとなった者の提出した入札書、入札書等に単価、数量及び総価を記載することを求めた場合の入札書及び積算内訳書に計算誤りがあるものは無効とする。

④　支出負担行為担当官が別に指定する保険料納付に係る申立書を提出せず、又は虚偽の申立をし、社会保険料及び労働保険料等に滞納が認められ、申立書に反することとなったときは、当該者の入札を無効とする。

⑸　担当者等から提出される契約関係書類については、事業者としての決定であること。また、押印が省略された契約関係書類に虚偽記載等の不正が発覚した場合は、契約解除や違約金を徴取する場合がある。

⑹　契約書作成の要否　要

原則、契約書の締結は電子契約によること。ただし、電子契約により難い者は、紙による契約書作成を認める。

⑺　落札者の決定方法　本公告に示した業務を履行できると支出負担行為担当官が判断した入札者であって、予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。

⑻　手続きにおける交渉の有無　無

⑼　契約締結日等　契約締結日（履行期間又は契約期間の初日）までに政府予算（暫定予算案を含む。）が成立していない場合は、契約締結日は予算が成立した日以降とする。また、暫定予算となった場合は、契約内容等について変更が生じる可能性や本案件に係る予算の決定状況によって仕様の内容について変更が生じる可能性があるので、その際は双方で別途協議する。

５　Summary

⑺　Bid method : The bid price is the total price Do. In addition, In determining a successful bid, an amount obtained by adding an amount corresponding to 10％ of the amount to the amount described in the bid book (if the amount has a fraction of less than 1 yen, the fractional amount shall be rounded down) Therefore, the bidder shall indicate the amount equivalent to 100／110 of the estimated contract amount regardless of whether he is a taxable business operator or a tax exemption business related to consumption tax.

⑻　Participation　　　　 competition　　　　 qualification :

①　Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under case of special reasons within the said clause.

②　Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.

③　Have Grade B, C or D on “sale of product” (business items : paper and processed paper products) in the Kyushu／Okinawa region, in terms of the qualification for participating in tenders by the Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024.

④　Join social insurance (welfare annuity insurance, health insurance, seamen's insurance, national pension, worker's compensation insurance, unemployment insurance) and pay the social insurance premiums and have no Delinquency in the past 2 years.

⑤　A Person who is deemed not to describe any false facts in the request for examination of qualification and its accompanying documents.

⑥　A person whose business situation or trustworthiness is deemed not to have significantly deteriorated and whose proper performance of a contract can be guaranteed.

⑦　The applicant must not have conducted business in violation of the provisions of the Commercial Code or other laws and regulations.

⑧　The applicant must not be under the period of suspension of nomination by the Ministry of Health, Labour and Welfare.

⑨　The applicant must not have received any administrative punishment within the past year for violating the laws and regulations under the jurisdiction of the Ministry of Health, Labour and Welfare.

⑩　A system must be in place to enable prompt after-sales service and maintenance for said procured items, etc, on the same day, and the person must be able to deliver at the date, time, and location designated by offical in charge of disbursement of the procuring entity.

⑼　Deadline for submission of bid documents : Until March 25, 2025　15 : 00.
