２　競争参加者資格　次の要件をいずれも満たすものとする。

⑴　「競争参加者資格審査等事務取扱要領」（平成15年10月１日15農畜機第152号－４）第６条及び第７条の規定に該当しない者であること。

⑵　入札時において、令和４・５・６年度全省庁統一資格又は独立行政法人農畜産業振興機構競争参加者資格における「役務等」の「情報処理」及び「ソフトウェア開発」に登録された者であって、「Ｃ」以上に格付けされた者であること。

⑶　その他、入札説明書による。

⑵　入札保証金及び契約保証金　免除

⑶　入札の無効　本公告に示した入札参加に必要な資格等のない者の入札及び入札の条件に違反した入札は無効とする。

⑷　落札者の決定方法　入札書、提案書等の提出をもって入札させ、価格（入札金額）と価格以外の要素（提案内容）の総合評価値が最も高い者を落札者とする一般競争入札（総合評価落札方式）による。

②　have Grade A, B or C for the classification of “Information Processing” and “Software Development” of “provision of services” as provided in the qualification for participating in tenders by Agriculture ＆ Livestock Industries Corporation or Integrated qualification for every ministry and agency in the fiscal year, 2022, 2023 and 2024.

③　Be shown in the tender documentation
