１　調達内容

⑴　品目分類番号　26

⑵　調達件名及び数量

令和７年度皇居外苑で使用する電気の調達　一式

⑶　仕様等　入札説明書による。

⑷　使用期間　令和７年４月１日から令和８年３月31日

⑸　需給場所　入札説明書による。

⑹　入札方法　入札書に記載する金額は、各社において設定する契約電力に対する単価（基本料金単価）及び使用電力量に対する単価（電力量料金単価）を根拠とし、あらかじめ当省が別途提示する月ごとの予定契約電力及び予定使用電力量に基づき算出した各月の対価の年間総価を入札金額とすること。

なお、落札決定に当たっては、入札書に記載された金額に当該金額の10％に相当する額を加算した金額（当該金額に１円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。

⑺　電子入札システムの利用　本案件は、電子入札システムで行う。なお、電子入札システムに依りがたい者は、支出負担行為担当官に書面により申し出た場合に限り紙入札方式によることができる。

２　競争参加資格

⑴　予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であっても、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。

⑵　予算決算及び会計令第71条の規定に該当しない者であること。

⑶　環境省から指名停止措置が講じられている期間中の者でないこと。

⑷　令和04・05・06年度環境省競争参加資格（全省庁統一資格）「物品の販売」において、開札時までにＡ、Ｂ又はＣ等級に格付されている者であること。

⑸　電気事業法第２条の２の規定に基づき小売電気事業の登録を受けている者であること。

⑹　二酸化炭素排出係数、未利用エネルギーの活用、再生可能エネルギーの導入、需要家への省エネルギー・節電に関する情報提供の取組並びに電源構成及び二酸化炭素排出係数の情報の開示に関し、入札適合条件を満たす者であること。

⑺　入札説明書において示す暴力団排除に関する誓約事項に誓約できる者であること。

⑻　その他予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める資格を有する者であること。

⑶　入札の無効　本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書その他入札の条件に違反した者の提出した入札書は無効とする。

⑸　落札者の決定方法　入札書を提出した入札者であって、予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った入札者を落札者とする。

５　Summary

⑹　Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those　　　　 who　　　　 shall :　　　　 ①Not　　　　 come　　　　 under　　　　 Article

70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons with in the said clause ②Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting ③Are not being suspended from transactions by request of the officials in charge of contract ④Have Grade A, B or C on “sale of products” in terms of the qualification for participating in tenders by the Ministry of the Environment (single qualification for every ministry and agency) in the fiscal year 2022, 2023 and 2024 ⑤Have permission to be a general electric enterprise in accordance with article 2, section 2 of the Electricity Utilities Industry Law ⑥Fulfill the requirements mentioned in the tender manual that are stated from the viewpoint of reducing CO２. ⑦Pledge to excluding crime syndicates and other illegal organization defined in the bid manual. ⑧Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order
