次のとおり物品の導入を予定していますので、当該導入に関して資料等の提供を招請します。

Ａ　必須要件

①　独立行政法人会計基準に準拠し、予算管理、収入管理、支出管理、決算管理、調達管理などの業務が行えること。また、法定帳票に対応し、監督官庁への届出資料が出力可能であること。

②　財務会計システムと科学研究費管理システムを統合し、一元管理できること。

③　平日日中の障害時の窓口対応を行えること。

Ｂ　任意要件

①　当センターで稼働中の給与システムとの連携が可能であること。

②　旅費管理機能を有していること。

③　旅費システムなど外部システムとの連携が可能であること。

④　伝票の入力処理が簡素化されており、効率的に処理が行えること。

⑤　利用者ごとにアクセス権限が設定できること。

⑥　障害時の窓口対応が24時間365日体制で行えること。

２　資料の提供方法　上記の物品に関する一般的な参考資料その他の資料等の提供を招請する。

３　説明書の交付　本公表に基づき応募する供給者に対して実施方針を交付する。

⑴　交付期間　令和７年１月23日から令和７年２月25日まで。

⑵　交付場所上記２⑵に同じ。

４　その他　この導入計画の詳細は実施方針による。なお、本公表内容は予定であり、変更する事があり得る。

⑸　Required conditions : Financial Accounting System Package and Two-Year Maintenance Services

Ａ　Mandatory Requirements

①　The system must comply with the Accounting Standards for Independent Administrative Agencies and support operations such as budget management, revenue management, expenditure management, financial settlement management, and procurement management. It must also be capable of producing statutory reports and submission materials required by regulatory authorities

②　The system must integrate with the scientific research fund management system, allowing for unified management

③　A support desk must be available during regular weekday business hours to handle system issues

Ｂ　Optional Requirements

①　It must be compatible with the payroll system currently in operation at the center

②　It should include functionality for managing travel expenses

③　Integration with external systems, such as travel management systems, should be supported

④　The system should simplify voucher input processes to ensure efficient handling

⑤　User-specific access permissions should be configurable

⑥　Support desk services should ideally be available 24／7,365 days a year to address system issues

⑹　Method of Providing Documentation : Invite the provision of general reference materials and other materials regarding the above items

⑺　Time-limit for the submission of the requested material : 5 : 00 P.M. 25 February 2025
