次のとおり一般競争入札に付します。

なお、本件は、入札前に入札参加者に対し東日本高速道路株式会社が指定する項目に係る見積書の提出を求め、その見積書を活用して契約制限価格の設定を行う見積活用方式の対象調達である。

⑹　入札方法

①　入札金額については総価とし、本業務に関する一切の費用を含めた額とすること。

②　入札金額（総額）の内訳を記載した単価表を添付すること。

③　落札決定にあたっては、入札書に記載された金額に当該金額の10％に相当する額を加算した金額をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約希望金額の110分の100に相当する金額を入札書に記載すること。

⑺　契約単価　契約単価は、入札金額（総額）を変更せずに落札者と協議して決定する。

２　競争参加資格

競争参加資格確認申請書類の提出期限日を審査基準日とし、審査基準日において以下の⑴から⑺の全てに該当する者であること。なお、審査基準日以降、落札者決定までの間において以下の⑴から⑺のいずれかに該当する者でなくなった場合、競争参加を認めないものとする。

⑴　東日本高速道路株式会社契約規程実施細則（平成17年細則第16号）第６条の規定に該当しない者であること。

⑵　元請けとして、令和元（2019）年度以降に、25㎏までの荷物を10,000個／年以上運送する法人契約を１法人（契約相手先）と締結した実績があり、それを証明した者であること。（契約締結時点：平成31年４月１日から令和６年３月31日までの間）

⑶　貨物自動車運送事業法に基づく一般貨物自動車運送事業の許可を受けていること。

⑷　発注者が依頼した荷物の運送（発着）状況を確認できるシステムが構築されていること。

⑸　発注者の集荷場所ごとに荷物運送の依頼、トラブル対応、支払書類の手続き等に関する担当窓口を明確に定めていること

⑹　審査基準日から入札・開札を経て落札者決定の日までの期間（期首及び期末の日を含む）において、東日本高速道路株式会社から取引停止措置を受けていないこと。

⑺　審査基準日から入札・開札を経て落札者決定の日までの期間（期首及び期末の日を含む）において、入札に参加しようとする者の間に、資本関係又は人的関係がないこと。

⑶　入札者に要求される事項　この一般競争に参加を希望する者は、競争参加資格確認申請書を競争参加資格確認申請に必要な書類の提出期限までに、入札書及び単価表を入札に必要な書類の提出期限までに提出しなければならない。入札者は、開札日の前日までの間において、契約責任者から当該書類に関し説明を求められた場合は、それに応じなければならない。

⑷　入札の無効　本公告に示した競争参加資格を有しない者がした入札及び入札に関する条件に違反した入札は無効とする。

⑹　落札者の決定方法　本公告に示した調達に係る入札書を提出した者であって、契約制限価格の範囲内で最低価格（総価）をもって有効な入札を行った入札者を落札者とする。

５　Summary

⑹　Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the open tender are those who come under the following items at the time of the examination date, with the examination date set as the due date of receipt of the documents required for the tender. In addition, suppliers who no longer come under the following items after the examination date and up to the time of the decision being made on the successful supplier shall not be eligible to participate in the open tender :

①　The supplier does not come under Article 6 of East Nippon Expressway Company Limitedʼs regulation concerning the contract procedures (Regulation № 16 of 2005).

②　As a prime contractor, the applicant must have a track record of concluding a corporate contract for the transportation of 10,000 or more pieces／year of cargo weighing up to 25 ㎏ with one company (the contracting party) in or after the fiscal year of 2019, and must have demonstrated such a track record. (Eligible period : From April 1, 2019 to March 31, 2024)

③　The applicant must be licensed as a general freight forwarder under the Freight Forwarding Business Law.

④　A system must be in place to check the status of transportation (arrival／departure) of cargo requested by the client.

⑤　A contact person in charge of cargo transportation requests, troubleshooting, payment document procedures, etc. must be clearly designated at each pickup location of the orderer.

⑥　Not to have been subject to transaction suspension measures imposed by East Nippon Expressway Company Limited during the period from the examination criteria date to the date of the decision on the bidder.

⑦　There shall have been no funding or personal relationships with those intending to participate in the bidding during the period from the examination criteria date to the date of the decision on the bidder.
